Minutes--June 3, 1991 681 <br /> <br />MOTION, passed <br />Mr. Risher moved and Mr. Eckert seconded that States <br />Attorney John Goff develop the proper language in the <br />contract with the city of Fargo to re-affirm the additional <br />$7.00 per hour fee for prisoners held under Judge Thomas <br />Davies DUl order to reflect that the fee be imposed when <br />the sheriff has actually hired someone to be in charge of <br />a particular person(s). On roll call vote, motion carried <br />unanimously. <br /> <br />12. JUVENILE DETENTION CENTER, Comprehensive plan adopted <br />A juvenile services committee consisting of Don Rudnick, Kathy Hogan, <br />Mary Hall, John Goff and Bonnie Johnson recommended a comprehensive <br />juvenile services program which will take steps necessary to limit <br />placement liability for Cass County, according to County Coordinator <br />Bonnie Johnson. She said the plan has been praised by state <br />officials, including Al Lick, Director of the Division of Juvenile <br />Services, and by Terry Traynor, North Dakota Association of Counties <br />Juvenile Justice Coordinator. <br /> <br />The Model Project study found the Cass County Juvenile Detention <br />Center to be under-utilized and expensive to operate. The first <br />recommendat ion of the juvenile services committee is to begin a <br />billing process through the Department of Juvenile Services to recover <br />allowable costs. Mrs. Toussaint asked if a billing process was <br />followed previously, and Mrs. Johnson said it was not. Start ing <br />January 1,1991, Mrs. Johnson said the Sheriff's Department began <br />keeping a log of the juveniles booked in, and now they can send a bill <br />to the State of North Dakota for reimbursement since that time. <br /> <br />There has been a drastic increase in the number of juveniles going <br />through the social service system, according to director Kathy Hogan. <br />Because of the pressure on the system, she saw a need to cooperate <br />with all agencies involved. <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Risher seconded to adopt the <br />comprehensive juvenile services plan in Cass County with <br />the following components: <br /> <br />1) The billing process through the Department of Juvenile <br />Services to recover costs shall begin immediately; <br /> <br />2) The rate schedule for detainees in the juvenile detention <br />center as adopted by the commission shall be implemented <br />and all contract holders shall be notified; <br /> <br />3) The Attendant Care program shall be moved to the Juvenile <br />Detention Center with administration of the program <br />continuing through Lutheran Social Services as outlined in <br />a letter dated May 20, 1991, from the North Dakota <br />Association; and <br /> <br />4) The detention center staff shall participate in the <br />training program which will be funded by the NDACo staff. <br /> <br />On roll call vote, the motion carried unanimously. <br />
