<br />Comm. Minutes--June 3, 1991 679 <br /> <br />8. COMMISSIONERS ALON WIELAND AND STEVE RISHER, Out of state travel <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded to approve <br />out of state travel for Commissioner Alon Wieland to attend <br />the National Association of Counties convention in Salt <br />Lake City, Utah, July 13-16, 1991 at an estimated cost of <br />$853.00; and to approve out of state travel for <br />Commissioner Steve Risher to attend the National <br />Association of Counties convention in Salt Lake City, Utah, <br />July 12-15, 1991, at an estimated cost of $768.00. On roll <br />call vote, motion carried unanimously. <br /> <br />9. COUNTY PROMOTIONAL PINS, Approval granted <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded to order <br />1,000 promotional pins imprinted with the Great Seal of <br />Cass County from Bagco of Moorhead, MN; 500 pins to be <br />delivered by July 10, 1991 and 500 to be delivered by <br />August 15, 1991, at a cost of $1,370.00. Mr. Wieland <br />suggested that each Commissioner be provided 20 pins for <br />promotional use, that each employee be given a pin on their <br />birthday, that one be given to each paid registrant for the <br />North Dakota County Commissioners Association and North <br />Dakota Association of Counties convention in November, that <br />the chairman may provide pins for special guests to the <br />courthouse, and that the balance be sold for $1.50 each <br />with more to be ordered if demand requires. On roll call <br />vote, motion carried unanimously. <br /> <br />10. NORTH CASS WATER RESOURCE ASSESSMENT DISTRICT <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded to authorize <br />the Chairman to sign the ballot form and vote "yes" for the <br />North Cass Water Resource District to proceed with creating <br />Cass County Drain-NC1 District. On roll call vote, motion <br />carried unanimously. <br /> <br />11. JAIL/JUVENILE DETENTION CENTER, Rate increases <br />Consistent with the recommendation of the Model Project report which <br />calls for new plans in stewarding and utilizing resources at hand, <br />County Coordinator Bonnie Johnson met with Sheriff Don Rudnick and <br />Auditor Michael Montplaisir to review jail and juvenile detention <br />center rates. She said Sheriff Rudnick prepared a list of all direc~ <br />and indirect costs associated with housing people in the jail, and the <br />committee established a minimum daily rate based on that information. <br /> <br />The committee recommended a daily rate for prisoners booked into the <br />Cass County Jail of $46.00 plus increasing the booking fee from $10 <br />to $15, and a daily rate for juveniles held in the Cass County <br />Juvenile Detention Center of $102.00 plus increasing the booking fee <br />from $10 to $15; these increases to be effective January 1, 1992, <br />allowing time for entities involved to budget for the increases. <br />
