He said the target for an employee reaching mid-point of their pay range has been five years and he doesn't understand why this stipend is justified and if her qualifications are the same as what was initially required of that department head. At the call for the question and on roll call vote, the motion carried with Mr. Wieland, Mr. Eckert and Mr. Risher voting in favor; Mr. Shannon and Mrs. Toussaint opposing. Acting Chairman Wieland said this needs to be addressed rather rapidly. Judge Racek thought it should be addressed prior to the Auditor's request for preliminary budgets, sometime in June. 17. VOLUNTEER CORPS, Delayed until Commission determines who will be responsible for the coordination In an effort to increase public awareness in county government, Mr. Risher said he would like to establish a county volunteer corps. He said the Human Resource Department has taken a survey of department heads who could use a volunteer for one hour or so each day, and the volunteer could be given a meritorious award for a select number of hours worked, the coordination of this activity to be done by Human Resources. MOTION, withdrawn Mr. Risher moved and Mr. Eckert seconded that the Cass County Commission authorize the establishment of a county volunteer corps. Discussion: Mr. Shannon said people can volunteer to work without pay, but the county needs to purchase worker's compensation. He also said he cannot support anything that puts additional responsibilities on the Human Resource Department at this time. Mr. Wieland suggested that the motion be withdrawn until the Commission can determine where to place responsibility for the program. Sheriff Don Rudnick said his department uses a volunteer program, which is coordinated by one of the volunteers. There were no objections to Mr. Risher withdrawing his motion. 18. FLEX TIME, Approved for county departments who submitted a plan MOTION, passed Mr. Risher moved and Mr. Eckert seconded that the Cass County Commission approve a sommer flex schedule for all county departments who submitted a written plan to the ~~hm(nA6~ Commission, the schedule to be effective June 1-August 31, ~.~.~ 1991, providing all county offices remain open between the hours of 8:00 AM and 5:00 PM each day (through the noon ~ct~gA~echour) and providing departments are sufficiently staffed to W'~T~ ~$~ handle the needs of the public and other offices in the county. On roll call vote, motion carried unanimously. . MOTION, passed Mr. Shannon moved and Mrs. Toussaint seconded to augment the flex-time rules to acknowledge that with this privilege there comes a responsibility. Department heads and staff are to know that the Commission reserves the right to rescind any or all flex-time privileges at any time office
