Comm. Minutes--May 20, 1991 675 <br /> <br />Mr. Shannon said the issue here is not Ginger Kaufman but <br />the issue is one of propriety. He said the target for an <br />employee reaching mid-point of their pay range has been <br />five years and he doesn't understand why this stipend is <br />justified and if her qualifications are the same as what <br />was initially required of that department head. At the <br />call for the question and on roll call vote, the motion <br />carried with Mr. Wieland, Mr. Eckert and Mr. Risher voting <br />in favor; Mr. Shannon and Mrs. Toussaint opposing. Acting <br />Chairman Wieland said this needs to be addressed rather <br />rapidly. Judge Racek thought it should be addressed prior <br />to the Auditor's request for preliminary budgets, sometime <br />in June. <br /> <br />17. <br /> <br />VOLUNTEER CORPS, Delayed until Commission determines who will be <br />responsible for the coordination <br />In an effort to increase public awareness in county government, <br />Mr. Risher said he would like to establish a county volunteer corps. <br />He said the Human Resource Department has taken a survey of department <br />heads who could use a volunteer for one hour or so each day, and the <br />volunteer could be given a meritorious award for a select number of <br />hours worked, the coordination of this activity to be done by Human <br />Resources. <br /> MOTION, withdrawn <br /> Mr. Risher moved and Mr. Eckert seconded that the Cass <br /> County Commission authorize the establishment of a county <br /> volunteer corps. <br /> Discussion: Mr. Shannon said people can volunteer to work <br /> without pay, but the county needs to purchase worker's <br /> compensation. He also said he cannot support anything that puts <br /> additional responsibilities on the Human Resource Department at <br /> this time. Mr. Wieland suggested that the motion be withdrawn <br /> until the Commission can determine where to place responsibility <br /> for the program. Sheriff Don Rudnick said his department uses <br /> a volunteer program, which is coordinated by one of the <br /> volunteers. There were no objections to Mr. Risher withdrawing <br /> his motion. <br /> <br />18. FLEX TIME, Approved for county departments who submitted a plan <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Eckert seconded that the Cass <br /> County Commission approve a sommer flex schedule for all <br /> county departments who submitted a written plan to the <br /> ~~hm(nA6~ Commission, the schedule to be effective June 1-August 31, <br /> ~.~.~ 1991, providing all county offices remain open between the <br /> hours of 8:00 AM and 5:00 PM each day (through the noon <br /> ~ct~gA~echour) and providing departments are sufficiently staffed to <br /> W'~T~ ~$~ handle the needs of the public and other offices in the <br /> county. On roll call vote, motion carried unanimously. <br /> . MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to augment <br /> the flex-time rules to acknowledge that with this privilege <br /> there comes a responsibility. Department heads and staff <br /> are to know that the Commission reserves the right to <br /> rescind any or all flex-time privileges at any time office <br /> <br /> <br />
