Comm. Minutes--Hay 20, 1991 674 <br /> <br />department heads. The first meeting will be scheduled on June 10, <br />1991, in the Commission Chambers." He said the date of June 10th was <br />selected because of the expected completion of the revised personnel <br />policy manual by that date. <br /> <br />County Court Judge Frank Racek asked to speak to the Commission at <br />this time. He read a suggested motion prepared by county department <br />heads who met today at lunch. It read as follows: 1) to provide a <br />stipend of $300/month for Ginger Kaufman until #3 below is finalized; <br />2) to establish a committee to write what the department heads expect <br />from the Human Resource department including what items should be done <br />in-house and what items should be contracted for, the committee to be <br />made up of the following: Ginger Kaufman, Kathy Hogan, Hike <br />Montplaisir, John Goff, Steve Risher, Don Rudnick and Bonnie Johnson; <br />3) that once a description of the Human Resource department is <br />completed and approved by the Commission, a review will be made of <br />Ginger Kaufman's job description and her pay grade adjusted, if <br />necessary, or she may revert to pre-stipend salary." Judge Racek said <br />it was the consensus of the department heads not to hire another <br />personnel director. <br /> <br />Mrs. Toussaint thought it would be more appropriate to wait with a <br />decision to pay a stipend to Ginger Kaufman until some agreement is <br />reached on the function of that department. The job description <br />should be prepared after a suggested committee determines what the <br />function of the department is. Mr. Risher said the commission has <br />given stipends in the past to individuals who have taken on additional <br />duties. Mrs. Toussaint said the Commission recently added a fraud <br />investigator position, which is a new program and a big <br />responsibility, but the States Attorney wasn't given a stipend. <br /> MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to establish <br /> a committee to write what the department heads expect from <br /> the Human Resource department including what items should <br /> be done in-house and what items should be contracted for, <br /> the committee to be made up of the following: Ginger <br /> Kaufman, Kathy Hogan, Mike Montplaisir, John Goff, Don <br /> Rudnick, Bonnie Johnson and all five county commissioners. <br /> At the call for the question and on roll call vote, the <br /> motion carried with Mrs. Toussaint, Mr. Wieland and <br /> Mr. Shannon voting in favor; Mr. Risher and Mr. Eckert <br /> opposing. <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Eckert seconded that Ginger <br /> Kaufman be given a stipend of $300/month retroactive to May <br /> 1, 1991 through December 31, 1991 or until a review of the <br /> department is made. <br /> Discussion: Mr. Eckert said he voted against the first motion <br /> because he thought it should have included the stipend. <br /> Mrs. Toussaint thinks it is premature to grant a stipend at this <br /> time since a committee was just appointed to review the Human <br /> Resource department, and it shouldn't take very long to do the <br /> review. She said the Commission didn't appoint Ginger Kaufman <br /> as a department head. <br /> <br /> <br />
