VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Toussaint reviewed bills this month and moved to <br />approve Vouchers No. 24804 through No. 25663. Motion was <br />seconded by Mr. Risher and carried on roll call vote with <br />all members voting in favor. <br /> <br />24. DEPARTMENT WORK PLANS, Date set to adopt them <br />Work plans have been prepared by all departments in the county and <br />signed by all but two department heads. Bonnie Johnson said all <br />departments were asked to establish a list of goals and objectives for <br />their department. They set their own priori ties and were asked to <br />review them and then have them signed by their portfolio commissioner. <br />Mr. Shannon suggested adopting the department work plans after <br />commissioners have an opportunity to review all the work plans. <br />Commissioners set the date of May 20, 1991, at 1:00 PM to adopt the <br />department work plans. <br /> <br />Commissioners will also try to complete the review of the personnel <br />policy manual draft after adopting department work plans on May 20th. <br /> <br />25. FLEX TIME, OUT OF STATE TRAVEL, To be placed on May 20th a~enda <br />Mr. Risher suggested that the commission approve flex time for all <br />departments who submitted a written plan. However, since this item <br />was not on today's agenda, Mr. Shannon asked Mr. Risher to follow the <br />procedure for accessing the agenda for the next meeting and prepare <br />a draft motion for that meeting. <br /> <br />Mr. Risher received a request from Adair Boening, Interim Director of <br />the Regional Child Support Enforcement Unit, for out of state travel <br />on May 22nd to St. Paul, MN. Mr. Shannon said this item and the flex <br />time schedule could wait until the May 20th meeting since the seminar <br />for the Regional Child Support Enforcement Unit doesn't take place <br />before that time and the flex schedule won't be effective until June. <br /> <br />26. STATES ATTORNEY, Out of state travel approved <br />States Attorney John Goff requested approval for emergency out of <br />state travel for Steve Dawson to attend a one-day seminar this Friday, <br />May 10th, in Minneapolis. <br />MOTION, passed <br />Mr. Risher moved and Mrs. Toussaint seconded to approve out <br />of state travel to Minneapolis for Steve Dawson on May 10, <br />1991. On roll call vote, motion carried unanimously. <br /> <br />27. NORTH DAKOTA ASSOCIATION OF COUNTIES, Information on upcomin~ events <br />Mr. Wieland said several Cass County officials plan to at tend a <br />legislative workshop in Bismarck on May 22-24. He scheduled a meeting <br />between commissioners and department heads for 9:30 AM on June 3rd to <br />talk about the effect of new legislation on their departments. <br /> <br />Mr. Wieland said he will ask Barnes County to host the next East <br />Central Commissioners Association meeting in conjunction with the 3rd <br />annual county officials' golf tournament in Valley City on June 18th. <br /> <br />The National Association of Counties Convention is being held in Salt <br />Lake City, Utah, on July 13-16th. Mr. Wieland plans to attend, and <br />Mr. Risher may also attend. <br />
