He said the proposed pol icy doesn't <br />require a certain percentage of lots to be built on and the <br />80% requirement of property owners favoring the district <br />was dropped to 60%. Mr. Haugen said the 60% represents the <br />minimum requirement according to North Dakota Century Code. <br />The ad hoc committee thinks the requirements in the present <br />policy are too restrictive. Mr. Wieland felt there were <br />valid reasons for the percentages in the current policy. <br />Mr. Shannon asked Mr. Haugen to include Mr. Wieland in <br />further discussions with the ad hoc committee and Planning <br />Commission. The motion and second were withdrawn at this <br />time with no objections. <br /> <br />20. SOLID WASTE ADVISORY, Steve Risher appointed <br />MOTION, passed <br />Mr. Eckert moved and Mrs. Toussaint seconded that <br />Commissioner Steve Risher be appointed to the Cass County <br />Solid Waste Advisory Council in place of Commissioner Don <br />Eckert because of new legislation requiring the formation <br />of regional waste management districts to follow existing <br />regional council boundaries. Mr. Risher is Cass County's <br />representative on the Lake Agassiz Regional Council board. <br />On roll call vote, motion carried unanimously. <br />Mr. Eckert's resignation from the Solid Waste Advisory <br />Council was accepted. <br /> <br />21. E-911 SIGNING, Expenditure from trust account <br />Emergency Manager Glenn Ellingsberg requested permission to spend <br />$6,000 from the 911 trust account for signing. He said $4,000 was <br />budgeted for this purpose and he plans to spend about $2,000 more than <br />that. Each sign costs $42-$50 plus installation, according to <br />Mr. Ellingsberg. Mr. Shannon asked if this conforms to the state-wide <br />addressing system, and Mr. Ellingsberg said it does with the exception <br />of the areas surrounding Fargo and West Fargo because of their extra- <br />territorial zoning. He is working with them in this area. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Eckert seconded to approve the <br />expenditure of up to $6,000.00 for each year that the 9-1-1 <br />excise tax is collected for the purpose of erecting street <br />signs with 75% of the signs being erected within the area <br />designated as the "9-1-1 Greater Cass County Service Area." <br />Mr. Eckert asked what is included in this area, and <br />Mr. Ellingsberg said it refers to the six townships outside <br />of Fargo and West Fargo. On roll call vote, motion carried <br />unanimously. <br /> <br />22. PERMIT FOR RAFFLE, Chaffee Sophomore Class <br />MOTION, passed <br />Mr. Risher moved and Mr. Wieland seconded to approve a <br />raffle permit for the Chaffee Sophomore Class to be held <br />May 14, 1991, at the Chaffee School. On roll call vote, <br />motion carried unanimously. <br />
