POLICY CONSIDERATION FOR VEHICLE PURCHASE/DISPOSITION, Former Sheriff <br />Department vehicles transferred to Social Services & Road Department <br />The Sheriff's Department recently sent a memo saying they purchased <br />two Chevrolet blazers and now have two vehicles they are no longer <br />using. Mrs. Toussaint said a policy is needed for vehicle purchases <br />and for disposi tion of vehicles no longer needed by a particular <br />department. She said any transfer of ownership should be made through <br />the Commission. The County Auditor said he would notify the insurance <br />company that the usage has changed. <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Risher seconded to assign the <br />1982 Pontiac Bonneville, previously used by the Cass County <br />Sheriff Department, to Cass County Social Services to be <br />used for county business. On roll call vote, the motion <br />carried unanimously. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Eckert seconded to assign the <br />1982 Chevrolet Suburban, previously used by the Cass County <br />Sheriff Department, to the Cass County Road Department to <br />be used for county business. On roll call vote, motion <br />carried unanimously. <br /> <br />18. PLANNING DEPARTMENT, Resolution #1991-3 to amend subdivision <br />re~ulations; processin~ fee amended to include recordin~ fee <br />MOTION, passed <br />Mr. Eckert moved and Mr. Wieland seconded to adopt <br />Resolution 1991-3 which amends the Cass County Subdivision <br />Regulations as follows: requiring an irrevocable offer of <br />dedication (encompassing responsibility of subdivision <br />roads), final plat to be recorded by the Planning <br />Department, and changing the classification of some <br />subdivisions to simple one lot subdivisions. On roll call <br />vote, the motion carried unanimously. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Eckert seconded to amend the fees <br />for subdivisions to be $100 for simple one lot subdivisions <br />plus the recording fee, and $250 for minor and major <br />subdivisions plus the recording fee. On roll call vote, <br />the motion carried unanimously. <br /> <br />19. SPECIAL ASSESSMENT DISTRICTS, Request to amend policy and procedures <br />Last November, the Cass County Commission placed a moratorium on the <br />creation of special assessment districts for putting asphalt on <br />subdivision roads. County Planner Earl Haugen said the Cass County <br />Planning Commission and an ad hoc road committee drafted a new policy <br />and, with its adoption, recommend removing the moratorium. <br />MOTION, withdrawn <br />Mrs. Toussaint moved and Mr. Eckert seconded to accept the <br />recommendations of the Cass County Planning Commission, <br />adopt the amended policy and procedures for the creation of <br />special assessment district for placing asphalt on roads in <br />subdivisions, and remove the moratorium. <br />Discussion: Mr. Wieland said the previous policy required <br />that 90% of the lots within the improvement district had to <br />be built on and that 80% of the property owners had to be <br />
