POLICY CONSIDERATION FOR VEHICLE PURCHASE/DISPOSITION, Former Sheriff Department vehicles transferred to Social Services & Road Department The Sheriff's Department recently sent a memo saying they purchased two Chevrolet blazers and now have two vehicles they are no longer using. Mrs. Toussaint said a policy is needed for vehicle purchases and for disposi tion of vehicles no longer needed by a particular department. She said any transfer of ownership should be made through the Commission. The County Auditor said he would notify the insurance company that the usage has changed. MOTION, passed Mrs. Toussaint moved and Mr. Risher seconded to assign the 1982 Pontiac Bonneville, previously used by the Cass County Sheriff Department, to Cass County Social Services to be used for county business. On roll call vote, the motion carried unanimously. MOTION, passed Mr. Wieland moved and Mr. Eckert seconded to assign the 1982 Chevrolet Suburban, previously used by the Cass County Sheriff Department, to the Cass County Road Department to be used for county business. On roll call vote, motion carried unanimously. 18. PLANNING DEPARTMENT, Resolution #1991-3 to amend subdivision re~ulations; processin~ fee amended to include recordin~ fee MOTION, passed Mr. Eckert moved and Mr. Wieland seconded to adopt Resolution 1991-3 which amends the Cass County Subdivision Regulations as follows: requiring an irrevocable offer of dedication (encompassing responsibility of subdivision roads), final plat to be recorded by the Planning Department, and changing the classification of some subdivisions to simple one lot subdivisions. On roll call vote, the motion carried unanimously. MOTION, passed Mr. Wieland moved and Mr. Eckert seconded to amend the fees for subdivisions to be $100 for simple one lot subdivisions plus the recording fee, and $250 for minor and major subdivisions plus the recording fee. On roll call vote, the motion carried unanimously. 19. SPECIAL ASSESSMENT DISTRICTS, Request to amend policy and procedures Last November, the Cass County Commission placed a moratorium on the creation of special assessment districts for putting asphalt on subdivision roads. County Planner Earl Haugen said the Cass County Planning Commission and an ad hoc road committee drafted a new policy and, with its adoption, recommend removing the moratorium. MOTION, withdrawn Mrs. Toussaint moved and Mr. Eckert seconded to accept the recommendations of the Cass County Planning Commission, adopt the amended policy and procedures for the creation of special assessment district for placing asphalt on roads in subdivisions, and remove the moratorium. Discussion: Mr. Wieland said the previous policy required that 90% of the lots within the improvement district had to be built on and that 80% of the property owners had to be
