Minutes--April 15, 1991 664 <br /> <br />16. <br /> <br />COURTHOUSE TELEPHONE SYSTEM, Committee to review rate structure <br />Data Processing Coordinator Mike Steiner submitted a written proposal <br />for changing the rate structure on the courthouse telephone system. <br />However, he asked that the matter be delayed until the May 6th meeting <br />because a committee consisting of himself, Commissioner Eckert, Jerry <br />Skjonsby, Bonnie Johnson and Ginger Kaufman was established to review <br />the telephone trust account. <br /> <br />17. <br /> <br />HUMAN RESOURCES DEPARTMENT PLAN, Item removed from agenda <br />Commissioner Steve Risher asked to have the item on Human Resources <br />Department plan removed from the agenda after meeting with department <br />heads at noon today. Mr. Risher will provide commissioners and <br />department heads with a copy of a 1991 Human Resources Plan prepared <br />by a committee consisting of himself, Ginger Kaufman, Scott Kildahl <br />and Kathy Hogan. <br /> <br />18. <br /> <br />19. <br /> <br />SHERIFF DEPARTMENT, Staff transfer to training commander position <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded that the Board of <br /> County Commissioners approve the hiring of Kim Murphy as <br /> training commander in the Sheriff Department, and that he <br /> be placed in pay grade 23 at the salary recommended by the <br /> Human Resource Department. <br /> AMENDED MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to amend the <br /> motion to be contingent upon the "Employment Agreement" to <br /> be signed by Kim Murphy. On roll call vote, motion carried <br /> unanimously on the amended motion. On roll call vote, <br /> motion carried unanimously on the main motion. <br /> <br />SHERIFF DEPARTMENT, Structure/non-exempt employees <br />Glenn Ellingsberg, Sheriff's Department, spoke to the commission about <br />a letter from the sheriff dated April 5, 1991, requesting approval of <br />the chain of command outlined in the attachment to that letter. <br /> <br />Mr. Ellingsberg said the sheriff has been in contact with local <br />representatives of FLSA. He thinks three employees, other than those <br />in the department already designated as non-exempt, should be eligible <br />for overtime. Mr. Ellingsberg said most of their job duties are <br />equivalent to that of sergeants or first-line supervisors and those <br />positions have been non-exempt in the past. He said any changes in <br />rank or salary would be done at such time that the positions are <br />vacated by the present employees, but he doesn't anticipate salary <br />reductions for the three employees because he thinks the present <br />classifications are at or below where they should be. The department <br />feels this re-structuring will more closely conform to the IACP study. <br /> <br />Mr. Ellingsberg said the overtime for each of the three employees <br />would amount to about $100 per month during the summer. Mr. Wieland <br />said part of those funds would be reimbursable. <br /> <br />By approving this request, Mr. Wieland thinks the county' <br />for future problems with FLSA will be lowered. <br /> <br />s potential <br /> <br />States Attorney John Goff said the Commission may need to engage <br />someone very knowledgeable in Fair Labor Standards Act (FLSA) to look <br />at the issue of exempt/non-exempt employees county wide. <br /> <br /> <br />
