Minutes--April 15, 1991 653 <br /> <br />13. <br /> <br />GRASSHOPPER CONTROL, 1991 program approved <br />Townships were asked at the spring meeting of the Cass County Township <br />Officers' Association held April 2nd in Casselton for their opinion <br />on the 1990 grasshopper control program. Mr. Eckert said no townships <br />were opposed to continuing the program in 1991. MOTION, passed <br /> Mr. Eckert moved and Mr. Risher seconded to adopt the <br /> Grasshopper Control Plans for Roads and Right-of-Ways as <br /> outlined by the Extension Agent and Weed Control officer in <br /> 1990 with these stipulations: that the money be charged <br /> against the Emergency Fund, which is allowable under the <br /> statutes; that the position of coordinator be reviewed by <br /> the Human Resource Department with a dollar limit of <br /> $3,000; that the dollar limit for chemicals be $24.00 per <br /> mile on County roads subject to this document, for a total <br /> cost of $12,600 including staff; that the policy and <br /> procedure be the same as for 1990; and that the program <br /> conform to SB 2115 with amendments. On roll call vote, <br /> motion carried unanimously. <br /> <br />14. <br /> <br />WEED CONTROL, Budget amendment for new vehicle <br />Mr. Eckert recommended that the Weed Control Department be allowed to <br />purchase one stripped-down new vehicle from Gateway Chevrolet for <br />$9,833.33, the money to be transferred from chemical purchases to <br />capital projects in the Weed Control budget. <br /> <br />Mrs. Toussaint questioned buying a new vehicle when there are a number <br />of used pick-ups available through dealers and classified advertising. <br />Chairman Shannon said a decision on this type of purchase should be <br />made at budget time. <br /> <br />Mr. Eckert said equipment purchases should probably be approved during <br />the budget cycle, but he felt some programs may be delayed by not <br />having this vehicle. According to a letter from Weed Control Officer <br />Wayne Colberg dated March 22~ 1991, Mrs. Toussaint didn't think this <br />would be the case. <br /> MOTION, passed <br /> Mr. Eckert moved and Mr. Risher seconded to allow the Cass <br /> County Weed Control Board to purchase a new 1/2 ton pick-up <br /> from Gateway Chevrolet at a cost of $9,833.33. Motion <br /> carried on roll call vote with Mr. Wieland, Mr. Eckert and <br /> Mr. Risher voting "Aye", Mrs. Toussaint and Mr. Shannon <br /> opposing. <br /> <br />15. <br /> <br />TRAVEL POLICY, Approved for inclusion in personnel policy manual <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Eckert seconded to adopt the <br /> travel and expense reimbursement policy, section 6.40, as <br /> revised after a department head/personnel policy committee <br /> meeting April 4, 1991; and that the required posting time <br /> of 15 days be followed to solicit written comments before <br /> the policy becomes effective. On roll call vote, motion <br /> carried unanimously. <br /> <br /> <br />
