WEED CONTROL, Request for new pickup denied Wayne Co]berg requested a new service vehicle because the pickup he had been using broke down and he and his staff carry chemicals in their persona] vehicles. With a new pickup, the chemicals could be hauled and surveys along with spot checking could be performed. Mr. Risher asked if the Weed Control could borrow a pickup from the Road Department, Mr, Eckert said all the vehicles at the Road Department are being used. Hr. Wieland suggested buying a used pickup which would save on the cost of purchasing a new unit. Mr. Shannon was concerned about this request because it was not budgeted and it could set a precedent for other departments to request a budget amendment in the middle of the year. He asked Mr, Eckert to come up with an alternative other than purchasing a new vehicle and present his recommendations to the Commission at the next meeting. 13. HUMAN RESOURCES DEPARTMENT REVIEW Mr. Risher said the Human Resources Department conducted a survey of Cass County employees regarding flex-time hours, He distributed results of the survey to the Commission. He suggested department heads be given the chance to decide if flex-time in the summer would work in their office and report to the Commission on their decision. Mr. Risher also reported that Ginger Kaufman will serve as acting department head of Human Resources. He will present a reconstruction plan of the department at the April 15th Commission meeting. 14. DATA PROCESSING, Temporary staff position approved HOTION, passed Mr. Risher moved and Mr. Eckert seconded to hire one AS400 programmer for a term of 18 months to work specifically on acoordinated program for County Court, Sheriff and State's Attorney; and that the position be reviewed after 15 months to determine if the position should become permanent. Discussion: Hr. Shannon said he does not support the motion because hiring another staff position is out of the budget cycle, He wants to integrate the system to solve all departments' problems with the appropriate number of staff. Mr. Wieland asked if the department heads involved would comment on how hiring another person in Data Processing would help their departments. States Attorney John Goff said it would give his office and support staff time to do other work, but could not guarantee he would not need to hire additional staff to keep up with the increase in criminal cases. Judge Frank Racek said it would help his office, but did not know what impact the new position would have on the workload in his office. Sheriff Don Rudnick also said he could not guarantee the hiring would eliminate his need for additional staff in the future. Mr. Shannon wanted to discuss County Court's request to hire an additional staff person, but Mr, Risher objected saying the motion he made should be acted upon before proceeding with the next topic of discussion. Mr. Shannon said County Court's request was inter-related with Data Processing's request.
