Minutes--April 1, 1991 648 <br /> <br />12. <br /> <br />WEED CONTROL, Request for new pickup denied <br />Wayne Co]berg requested a new service vehicle because the pickup he <br />had been using broke down and he and his staff carry chemicals in <br />their persona] vehicles. With a new pickup, the chemicals could be <br />hauled and surveys along with spot checking could be performed. <br /> <br />Mr. Risher asked if the Weed Control could borrow a pickup from the <br />Road Department, Mr, Eckert said all the vehicles at the Road <br />Department are being used. Hr. Wieland suggested buying a used pickup <br />which would save on the cost of purchasing a new unit. <br /> <br />Mr. Shannon was concerned about this request because it was not <br />budgeted and it could set a precedent for other departments to request <br />a budget amendment in the middle of the year. He asked Mr, Eckert to <br />come up with an alternative other than purchasing a new vehicle and <br />present his recommendations to the Commission at the next meeting. <br /> <br />13. <br /> <br />HUMAN RESOURCES DEPARTMENT REVIEW <br />Mr. Risher said the Human Resources Department conducted a survey of <br />Cass County employees regarding flex-time hours, He distributed <br />results of the survey to the Commission. He suggested department <br />heads be given the chance to decide if flex-time in the summer would <br />work in their office and report to the Commission on their decision. <br /> <br />Mr. Risher also reported that Ginger Kaufman will serve as acting <br />department head of Human Resources. He will present a reconstruction <br />plan of the department at the April 15th Commission meeting. <br /> <br />14. <br /> <br />DATA PROCESSING, Temporary staff position approved <br /> HOTION, passed <br />Mr. Risher moved and Mr. Eckert seconded to hire one AS400 <br />programmer for a term of 18 months to work specifically on <br />acoordinated program for County Court, Sheriff and State's <br />Attorney; and that the position be reviewed after 15 months <br />to determine if the position should become permanent. <br />Discussion: <br />Hr. Shannon said he does not support the motion because hiring another <br />staff position is out of the budget cycle, He wants to integrate the <br />system to solve all departments' problems with the appropriate number <br />of staff. <br /> <br />Mr. Wieland asked if the department heads involved would comment on <br />how hiring another person in Data Processing would help their <br />departments. States Attorney John Goff said it would give his office <br />and support staff time to do other work, but could not guarantee he <br />would not need to hire additional staff to keep up with the increase <br />in criminal cases. Judge Frank Racek said it would help his office, <br />but did not know what impact the new position would have on the <br />workload in his office. Sheriff Don Rudnick also said he could not <br />guarantee the hiring would eliminate his need for additional staff in <br />the future. <br /> <br />Mr. Shannon wanted to discuss County Court's request to hire an <br />additional staff person, but Mr, Risher objected saying the motion he <br />made should be acted upon before proceeding with the next topic of <br />discussion. Mr. Shannon said County Court's request was inter-related <br />with Data Processing's request. <br /> <br /> <br />
