Comm, Minutes--April 1, 1991 649

Judge Racek said County Court is 30 days behind in recording
information and files are not being processed due to an increase in
criminal cases. There is an extra work station with a computer for
a new staff person, He had requested an additional staff position in
the 1991 budget but eliminated it because he was told he would receive
help from Data Processing.

Mr. Shannon asked if Scott Kildahl, Cass County Model Coordinator,
would give a recommendation regarding hiring additional staff in the
two departments. Mr. Kildahl said that something needed to be done
quickly because the situation in County Court is serious. He
suggested doing a study of County Court and Data Processing, which he
could perform if the Commission wishes.

Mr. Shannon said there was not a salary range given or a contract
developed for the Data Processing position, Mike Steiner, Data
Processing Coordinator, said the salary for an AS400 programmer ranges
from $25,00-$28,000. A contract had been drawn up by the States
Attorney and Mr. Steiner gave Mr, Shannon a copy to review.
AMENDED MOTION, passed
Mr. Risher moved and Mr. Eckert seconded to amend the
motion to include a maximum cap of $28,000 on an annual
basis for the 18-month period. On roll ca]] vote, the
amendment on the motion carried with four members voting
"Aye" and Mr. Shannon voting "No" On roll call vote, the
main motion carried with four members voting "Aye" and Mr.
Shannon voting "No".

15.

COUNTY COURT, New staff position approved MOTION, passed
Mr. Risher moved and Mrs. Toussaint seconded that $2,000.00
from the contingency fund shall be transferred to the
salaries line item of County Court for use as overtime; and
that sufficient funds from the contingency fund shall be
transferred to the salaries line item of County Court to
hire an additional staff person in the Clerk's Office
effective Nay 1, 1991, at pay grade 10, entry level salary
$13,565.
Discussion:
Judge Racek said the request for $2,000 for overtime could be
eliminated because his staff already is overworked and with the
addition of a staff person, overtime would not be necessary.
AMENDED MOTION, passed
Mr. Wieland moved and Mr. Risher seconded to amend the
motion to remove the request for $2,000 to be transferred
from the contingency fund for overtime. On roll call vote,
the amendment on the motion carried with four members
voting "Aye" and Mr. Shannon voting "No". On roll call
vote, the main motion carried with four members voting
"Aye" and Mr. Shannon voting "No".

16.

SHERIFF DEPARTMENT, Change in organizational structure and exempt
status of three employees
Sheriff Don Rudnick distributed an organizational chart with changes
made in the Sheriff's Department.
