Motion carried on roll call vote with <br />Mr. Shannon opposing. <br /> <br />16. <br /> <br />CDBG SPONSORSHIP AND ENVIRONMENTAL REVIEW, DakTech, Inc. <br />Bob Hegg, President of DakTech, Inc., Controller John Clower, Dick <br />Walstad, President of the Fargo-Cass County Economic Development <br />Corporation, and Tracey Anderson from Lake Agassiz Regional Council <br />were present concerning recent documents the Cass County Commission <br />Chairman has been asked to sign since Cass County is the sponsor of <br />the application by DakTech, Inc. for Community Development loan funds. <br />Steve Risher, the Commission's representative on the Lake Agassiz <br />Regional Council, said the business will not have an environmental <br />impact, and he recommended signing the necessary documents. MOTION, passed <br /> Mr. Risher moved and Mr. Wieland seconded that Chairman <br /> Gene Shannon be authorized to sign a letter to the Office <br /> of Intergovernmental Assistance agreeing to the terms <br /> outlined in the State's proposal of March 4, 1991, and to <br /> sign the environmental review documentation of exemption on <br /> behalf of DakTech, Inc. <br /> Discussion: Chairman Shannon said he will no longer sign <br /> documents relating to CDBG funding without Commission <br /> authorization because the county has no direct staff <br /> involvement in these matters. He said the director of the <br /> State Office of Management and Budget telephoned him about <br /> this grant application. Mrs. Toussaint said she <br /> understands the Chairman's concern because Cass County is <br /> listed as the name of applicant. Mr. Walstad said he is <br /> unhappy about all of the paper work involved in applying <br /> for CDBG funds also but encouraged the County to sign these <br /> documents on behalf of DakTech. Mr. Wieland suggested that <br /> all the necessary paper work be prepared at one time and in <br /> advance of the request for sponsorship. Ms. Anderson said <br /> the block grant program began as a neighborhood improvement <br /> program, and economic development was an added dimension in <br /> the late 1970's. She said the only eligible applicant for <br /> funds are counties and cities. At the call for the <br /> question and on roll call vote, motion carried unanimously. <br /> <br />17. <br /> <br />PUBLIC COMMENT, Former commissioner Oscar Sondrall present <br />Former Cass County Commissioner Oscar Sondrall addressed the <br />Commission thanking them for appointing him to committees after his <br />tenure of county commissioner. <br /> <br />18. <br /> <br />RESIGNATION OF EXTENSION AGENT, Rudy Radke resigns <br />Mrs. Toussaint received a letter from extension agent Brad Cogdill <br />informing her that Rudy Radke resigned as of March 11, 1991, and <br />Mr. Cogdill is in the process of hiring a replacement. Mr. Wieland <br />asked Mrs. Toussaint to talk with the Extension Service to see if they <br />would reconsider the position now that it is vacant and look at some <br />alternatives to having two county extension agents in Cass County. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to accept the <br /> resignation of Rudy Radke as county extension agent and <br /> that the Commission send a letter of thanks for his years <br /> of service to Cass County.
