Comm. Minutes--March 18, 1991 641 <br /> <br />Mr. Shannon asked Mrs. Toussaint to investigate the travel issue with <br />whoever she needs to work with and draft a new policy for preliminary <br />approval at the April 1st Commission meeting. MOTION, passed <br /> Mr. Risher moved and Mr. Wieland seconded to pay the <br /> remainder of the travel voucher to Engineer Don Richards <br /> since the county doesn't have written policy on paying the <br /> cheapest travel costs. On roll call vote, motion carried <br /> unanimously. <br /> <br />12. <br /> <br />ROAD ENGINEER, Congratulations extended on state & national appts. <br />Members of the Commission congratulated engineer Don Richards on being <br />named North Dakota County Engineer of the Year at their recent State <br />association meeting, and on his re-election as vice president of the <br />National Association of County Engineers for a second 2-year term. <br /> <br />13. <br /> <br />GRAND FORKS COUNTY COMMISSIONERS, Visiting Cass County <br />George Staveteig and William Murphy, Grand Forks County Commissioners, <br />and their administrative assistant, Richard Chattier, were introduced. <br />They spent the day talking with various Cass County officials. <br /> <br />14. <br /> <br />PERSONNEL POLICIES AND STAFF REPLACEMENT PROCEDURES, <br />Steve Risher reported that a committee is drafting a revised personnel <br />policies manual and staff replacement procedures. After the draft is <br />ready about April 1, department heads, commissioners and an attorney <br />will review it. He hopes the county will have a finished product by <br />June 1st. Scott Kildahl will provide training on staff replacement <br />procedures for department heads and commissioners. <br /> <br />15. <br /> <br />SOCIAL SERVICES, Shelter care program aoproved with state funding <br />Mrs. Toussaint said a shelter care proposal for long-term care of <br />children being served in the Juvenile Detention Center was tabled in <br />February by the Social Services Board. <br /> <br />Kathy Hogan, Social Services Director, provided further written <br />information to commissioners. She said the initial step is to secure <br />100% federal and state funds for one staff position to develop a long- <br />term regional shelter care program, and the next step could mean a <br />facility. She would like to begin the recruitment process but will <br />not fill the position until funds are guaranteed through June 30, <br />1992. Funds are now guaranteed through June 30, 1991. Mr. Shannon <br />thought the Southeast Human Service Center should be the carrying <br />agent since this will be a regional program. He suggested delaying <br />a decision until the county knows the status of state funding through <br />June 30, 1992. <br /> <br />Mr. Risher asked if the County has the option of terminating the <br />program if state or federal funding is discontinued. Mrs. Hogan said <br />hiring of staff will be contingent on state and federal funding. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded that Cass <br /> County Social Services approach the North Dakota Department <br /> of Human Services as a funding source for the development <br /> of a long-term regional shelter care program, the program <br /> to be terminated by Cass County if 100~ state funding is <br /> <br /> <br />
