Minutes--February 4, 1991 623 <br /> <br />MODEL PROJECT, Update <br />Model Project Coordinator Scott Kildahl and County Coordinator Bonnie <br />Johnson updated the Commission on the following items they are working <br />on: joint dispatch center meetings; finance and taxation; coordinated <br />management system review of goals and objectives of department heads; <br />Extension Services; voter education on the model project; jail/ <br />juvenile center panel meeting February 6th; status of county <br />legislation; Historical Society review; county-wide payment system and <br />prospect of check-o-matic system for child support payments. <br /> <br />"COUNTY GOVERNMENT WEEK," Proclamation and suggested activities <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Risher seconded to adopt a <br /> Proclamation read by County Coordinator Bonnie Johnson <br /> designating the week of April 7-13, 1991, as "National <br /> County Government Week" in Cass County, to establish a <br /> budget of $250 to promote it, and that Ms. Johnson work <br /> with the Commission to implement it. On roll call vote, <br /> motion carried unanimously. <br /> <br />CORRESPONDENCE, Received and filed MOTION, passed <br /> Mr. Risher moved and Mrs. Toussaint seconded to receive and <br /> file correspondence outlined by the secretary as follows: <br /> memo from Frank Klein, Director of Equalization, reporting <br /> that the 1991 average agricultural value per acre of <br /> farmland in Cass County has decreased about 6% with Cass <br /> County's taxable valuation increasing 1% overall because of <br /> growth of the Fargo-West Fargo urban areas; U.S. Census <br /> Bureau populuation estimates (referred to County Planner); <br /> Model Project schedule of goals/objectives, copy of mission <br /> statement adopted by Commission on January 28, 1991, and <br /> letter regarding work plans for department heads; notice of <br /> public hearing on proposed regrading and resurfacing of <br /> South University Drive from 1-94 to 40th Avenue South in <br /> Fargo by the North Dakota Department of Transportation at <br /> 7:00 PM, February 6th, at the Oak Manor Inn, Fargo; <br /> Historical Society board of directors meeting notice for <br /> February 5th and minutes of last meeting, January 8, 1991; <br /> letter from Cass County Joint Water Resource District on <br /> payment of membership dues to The International Coalition <br /> and individual membership application forms; location of <br /> CENEX Pipeline route through Cass County being constructed <br /> beginning in May, 1991; commendation letter from Fargo <br /> Community Health Center for Courthouse lunchroom having no <br /> city ordinance violations and getting a perfect score of <br /> 100 on a recent inspection; NDACo information on New <br /> Commissioners Workshop to be held February 27 and 28, 1991, <br /> at the Bismarck Sheraton; copy of by-law amendment from COG <br /> adopting a code of ethics for staff, board members and <br /> agents of the Council; Sheriff's 1990 year end report. <br /> Motion carried. <br /> <br />ROAD UPDATE, REDISTRICTING <br />Mr. Shannon asked for a consensus among the other commissioners if <br />they would be willing to meet with State Highway Department officials <br /> <br /> <br />
