Comm. Minutes--January 21, 1991 614 <br /> <br />States Attorney John Goff said the Sheriff's Office is in the process <br />of conducting an investigation of the Windbreak Saloon on the sale of <br />alcohol on Sundays. <br /> <br />After reviewing the statutes, he said he doesn't think the statutory <br />authority to approve permits for special events is aimed at events <br />which are local in nature, but it is up to the board of county <br />commissioners to determine if this qualifies as a special event. <br />Mr. Eckert didn't think the request conforms with State law. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to deny the <br /> request of the Windbreak Saloon for a special event permit <br /> to sell alcohol on Sunday, January 27, 1991, until 1:00 AM. <br /> On roll call vote, the motion carried unanimously. <br /> <br />23. <br /> <br />LIABILITY INSURANCE PREMIUMS, Employees' vehicles <br />At the last Commission meeting, the mileage reimbursement rate was <br />increased for qualified mileage for all departments. Mr. Eckert asked <br />if consideration should be given to employees' whose insurance <br />premiums may be higher because of transporting clients on a routine <br />basis in their own vehicles. However, he said one insurance agent <br />told him insurance premiums would not be affected by this. <br /> <br />Auditor Michael Montplaisir said County policy requires that employees <br />furnish proof of vehicle insurance, and he plans to instruct employees <br />to include their insurance policy number on their mileage vouchers <br />with beginning and ending mileage for each trip. <br /> <br />24. <br /> <br />ROAD DEPARTMENT, Vehicle use policy <br />Mr. Eckert said Road Department vehicles are being used to the extent <br />that he feels it would not be convenient for the Engineer to use one <br />that may not be available at all times. He said the Commission could <br />authorize the purchase of a vehicle for the Engineer or continue to <br />pay him mileage for the use of his own vehicle. Mr. Eckert provided <br />a list of Road Department vehicles and how they are used. Mrs. <br />Toussaint said the Commission wants a vehicle use policy for Road <br />Department vehicles like the Sheriff has been requested to provide for <br />vehicles in that fleet. <br /> <br />25. <br /> <br />ROAD DEPARTMENT, Gasoline tank/request for State funds <br />Mr. Shannon asked Mr. Eckert if State funds were requested to replace <br />a gasoline tank at the Road Department. Mr. Eckert said an <br />underground tank was removed and an above ground tank was installed. <br />He said the State Health Department specified that the clean-up of <br />some spilled oil be done by a private contractor with state funds <br />being available if clean-up efforts exceeded $75,000. He said the <br />cost for clean-up at the Road Department was about $3,000. <br /> <br />26. <br /> <br />SOCIAL SERVICE SPONSORSHIP POLICY, Discretionary fund discussed <br />Mr. Eckert said he believes the Social Services Board should decide <br />on expenditures from the discretionary fund in the Social Service <br />sponsorship policy. <br /> <br /> <br />
