Comm. Minutes--January 21, 1991 613

purchasing system being presented to the Cass County
Commission by the first meeting in July. Mr. Shannon
offered a cautionary note about the County being in the
business of purchasing, but he thinks it's a good idea to
try. Someone has to do the distributing now. At the call
for the question and on roll call vote, the motion carried
unanimously.

19.

GETHSEMANE CATHEDRAL PROPERTY, Vacating 9th Street
Mr. Wieland suggested that Mr. Eckert be included in discussions on
future use of the property east of the Courthouse, which the County
is purchasing from Gethsemane Cathedral parishioners.

Mr. Wieland said the Fargo Planning Commission denied the County's
request to vacate 9th Street east of the Courthouse. Mr. Shannon said
County Planner Earl Haugen has agreed to make some initial sketches
to help the County answer some of the concerns of the City of Fargo
about future uses, shrubbery, etc. MOTION, passed
Mr. Wieland moved and Mr. Eckert seconded to ask the Fargo
Planning Commission to reconsider the County's request to
vacate 9th Street between 2nd and 3rd Avenues South. On
roll call vote, motion carried unanimously.

20.

COUNTY PARKING UPDATE, traffic problem on 10th street, Fargo School
District parking
Mr. Wieland acknowledged the difficulty employees have crossing 10th
Street between 2nd and 3rd Avenues South, particularly just before
8:00 AM weekdays. He said he discussed the problem with State Highway
Department officials and with the City of Fargo traffic department in
the past, and he will pursue it again with the Fargo traffic engineer.
Mr. Eckert said he will work with Mr. Wieland on this.

Fargo School District employees parking at the Juvenile Center lot was
discussed in December when the Sheriff asked the Commission if they
intend to enforce County parking regulations. Mr. Wieland said the
County parking situation may be changed when the County acquires the
Gethsemane property. He said city ordinance doesn't allow parking
there until it is graveled.

21.

MAINTENANCE DEPARTMENT, Jail boiler repair/replacement
The back-up boiler in the jail cannot be used until it is repaired,
according to Mr. Eckert. He received a letter from Peterson
Mechanical, Inc. recommending replacing the back-up boiler with a new
boiler and using the existing operating boiler as a stand-by heating
plant. Mr. Eckert questioned whether a back-up boiler is needed since
it hasn't been used these past 15 years. He said if the present
boiler went out, the County would have to transport prisoners to
another facility until it could be repaired. He asked about removing
the old boiler, but Mr. Shannon did not see any reason for spending
money to remove it unless the space will be used for something else.

22.

PERMIT TO SELL ALCOHOL FOR SPECIAL EVENT, Denied for Windbreak Saloon
A request was received from the Windbreak Saloon at the Flying J
Travel Plaza for a special event permit to sell alcohol until 1:00 AM
on Sunday, January 27th, in association with the Super Bowl game.
