Comm. Minutes--January 21, 1991 612 <br /> <br />17. <br /> <br />AUDITOR'S OFFICE, Space reconfiguration <br />Auditor Michael Montplaisir presented preliminary plans and a cost <br />estimate of $24,610 for remodeling space to accommodate moving the Tax <br />Director's office to the same area as the Auditor's Office. The <br />offices would remain separate departments but the Auditor's Office <br />would benefit from the knowledge and experience of the Tax Director, <br />and the Tax Director will be available to answer property and tax <br />questions as they are raised. <br /> <br />Mr. Risher asked how much inconvenience this remodeling will cause, <br />and Mr. Montplaisir said it will inconvenience the Treasurer's Office <br />because they would lose one work station. He said he would like to <br />visit with the current Treasurer and the Treasurer-elect about the <br />remodeling plans. <br /> <br />Mr. Shannon said he understands no money was budgeted for this <br />remodeling, but it is a Model Project recommendation to have these <br />departments work together as much as possible. He suggested that Mr. <br />Montplaisir proceed with discussions with others involved and report <br />back to the Commission at the second meeting in February. <br /> <br />18. <br /> <br />CENTRAL PURCHASING, Resolution #1991-2 <br />An agenda item on central purchasing was deferred from the last <br />meeting until Mr. Risher discussed it with county department heads. <br /> MOTION, withdrawn <br /> Mr. Risher moved and Mrs. Toussaint seconded to approve <br /> Resolution #1991-2 whereby the Board of Cass County <br /> Commissioners authorizes the Cass County Auditor's Office <br /> to purchase supplies through the Fargo Public School <br /> District, and that all departments of Cass County work <br /> through the Cass County Auditor's Office for the purchase <br /> of supplies. <br />Discussion: Mrs. Toussaint asked if departments could <br />purchase supplies elsewhere if they found some items <br />cheaper, and Mr. Wieland said his concern is quality of the <br />products. Mr. Risher said he told department heads they <br />could purchase items that are cheaper elsewhere or where <br />the quality is better if they could justify the cost <br />difference. He said a central purchasing committee was <br />appointed and they will try to standardize some of the <br />items that are used daily. Mrs. Toussaint suggested <br />amending the motion, and there was no objection when <br />Mr. Risher withdrew his motion. <br />Mr. Eckert asked what vehicle would be used for picking up supplies, <br />and Mr. Risher said the Maintenance Department could put a small <br />topper on the pickup they now drive. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Risher seconded that the Board <br /> of Cass County Commissioners authorizes the Cass County <br /> Auditor's Office to purchase those supplies through the <br /> Fargo Public School District which County department heads <br /> are able to purchase at a cheaper cost and which are of <br /> acceptable quality; and that all departments of Cass County <br /> work through the Central Purchasing Committee for the <br /> purchase of supplies, with a complete review of the central <br /> <br /> <br />
