Comm. Minutes--January 8, 1991 600

unanimously. Mr. Steiner said the Register of Deeds has a
concern about the legality of storing documents on
computer, but Williams County is doing this. States
Attorney John Golf said he will investigate State statutes.
Mr. Steiner said the Secretary of State's Office in
Bismarck has installed this equipment, and Mr. Risher asked
about looking at the system in Bismarck instead of going to
Kentucky. Mr. Steiner said IBM has arranged for a product
demonstration in Kentucky, but he will find out about
viewing the equipment in Bismarck. Mr. Shannon said going
to Bismarck might at least provide better insight for the
product demonstration in Kentucky and asked Mr. Steiner to
inform the Commission if he plans to go to Bismarck.

15.

LETTERHEAD AND CALLING CARDS, Committee to standardize them
Standardizing and updating Cass County letterhead and calling cards
has been considered. Chairman Shannon appointed a committee
consisting of the following people to study this: Mike Montplaisir,
Bonnie Johnson, Brad Cogdill, Glenn Ellingsberg, Mike Steiner, Kathy
Hogan, Commissioners Toussaint, Shannon, and Risher. He invited
Commissioners Wieland and Eckert to be involved also. No objections
to appointing this committee were voiced.

16.

CENTRAL PURCHASING, Deferred to January 21st meeting
Mr. Risher asked that the item on central purchasing be deferred to
the January 21st meeting because he hasn't had an opportunity to brief
all department heads.

17.

MILEAGE RATE INCREASE, Approved for all county departments for 1991
Kathy Hogan, Director of Social Services, said she budgeted for a
mileage reimbursement increase from $.20 per mile to $.25 per mile for
1991. The increase is requested because of higher gas costs and staff
using personal vehicles on a daily basis for routine county business.

Mr. Eckert said if the Commission adopts this increase, he feels it
should apply to all departments, but he said a prime concern is the
liability of transporting people in private vehicles. He wants to see
what additional premium costs are and take that into consideration
before changing the mileage reimbursement rate.

Mike Montplaisir said departments didn't allow for an increase in
travel in their 1991 budgets, as Social Services did, but he doesn't
think the increase will be a problem in other budgets. MOTION, passed
Mrs. Toussaint moved and Mr. Risher seconded to ratify
Social Service Board recommendation on mileage rate
increase from $.20 per mile to $.25 per mile, and to
establish that $.25 per mile be the reimbursement rate for
qualified mileage for all county departments for 1991. On
roll call vote, motion carried with four members voting
"aye", Mr. Eckert voting "no". Mr. Shannon said he will
schedule Mr. Eckert for a future report on his questions
about additional insurance.
