Comm. Minutes--January 8, 1991 599

Discussion: Mr. Shannon asked what the Sheriff Department
intends to do with the vehicles they are replacing, and
Lt. Majerus said the 1982 model could possibly be used by
the Road Department in a non-emergency situation. The 1985
vehicle needs a new motor and will continue to be used by
the Sheriff Department. He said the Sheriff budgeted for
five other vehicles in 1991 so those replacements could be
made available for Social Services. Mr. Wieland said he
asked the Sheriff and staff to provide the Commission with
a chart of vehicles showing placement of vehicles, who is
using them and what times. The Commission could see if
there are vehicles not being used during the day that may
be used by Social Services. On roll cal vote, motion
carried unanimously.

13.

APPOINTMENTS TO BOARDS, Delayed, except to fill unexpired Planning
Commission term
Mr. Shannon asked that appointments to boards be delayed until
February to allow more time for receiving applications. This was
agreeable to the other Commissioners with one exception, this being
to fill an unexpired term on the County Planning Commission due to a
resignation.
MOTION, passed
Mr. Wieland moved and Mr. Eckert seconded to appoint Linda
Gaughan of West Fargo, from Commission District #4, to
complete the unexpired term of Curtis Hildahl on the Cass
County Planning Commission. Said term will expire December
31, 1993. On roll call vote, motion carried unanimously.

14.

REGISTER OF DEEDS, Automation/Out of state travel
Data Processing Manager Mike Steiner has been working with IBM
Corporation on a way to computerize the Register of Deeds office. He
said they recommend traveling to Fayette County, Kentucky, to attend
an Electronic Filing Cabinet (EFC) demonstration at a cost of about
$1,350 per person attending. Mr. Risher asked if IBM would reimburse
the travel costs if the County buys the equipment, and Mr. Steiner
said it may be negotiable.

Tax Director Frank Klein said computerizing Register of Deeds records
may allow for them to be tied into the county's tax system, which
would be very beneficial.

Mr. Shannon asked Auditor Michael Montplaisir how the county would pay
the expenses, and he said it could be paid from the budget of the
departments attending the demonstration or from contingency funds if
a particular department did not have money budgeted for such an
expense. Register of Deeds Deanna Kensrud said she did not budget for
this travel.
MOTION, passed
Mr. Wieland moved and Mr. Eckert seconded to grant
permission for out of state travel for Deanna Kensrud, Mike
Steiner and Commissioner Steve Risher to attend the
Electronic Filing Cabinet (EFC) demonstration in Fayette
County, Kentucky, at a cost of approximately $1,350 per
person to be borne by the attending department or the
contingency fund. On roll call vote, motion carried
