Minutes--January 8, 1991 598 <br /> <br />INSURANCE RESERVE FUND, Return of capital <br />Robert Dawson, Dawson Insurance Agency, gave a brief history on the <br />North Dakota Insurance Reserve Fund and presented certificates for <br />return of capital in the amount of $5,298 and $1,086. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded to authorize <br /> the Chairman to sign two "Subordinated Surplus Note <br /> Certificates" from the North Dakota Insurance Reserve Fund <br /> and request them to pay the 20% back in the form of a <br /> check. On roll call vote, the motion carried unanimously. <br /> <br />10. <br /> <br />RESOLUTION #1991-1, Housing assistance legislation endorsed <br />There is a duplication of services between local housing authorities <br />and the State Housing Finance Agency, according to Blake Strehlow from <br />the Cass County Housing Authority. He said this duplication distorts <br />the picture as far as the need for housing. MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded that the Cass <br /> County Commission endorse legislation to eliminate State <br /> Housing Finance Agency responsibility for public housing <br /> assistance in those communities and counties where local <br /> government has designated a local agency to perform this <br /> function. On roll call vote, the motion carried <br /> unanimously. <br /> <br />11. <br /> <br />ABATEMENT HEARING, First State Bank of Casselton <br />A hearing was held on applications for abatement and settlement of <br />taxes submitted by First State Bank of Casselton for the years 1988, <br />1989 and 1990. <br /> MOTION, passed <br /> Mr. Eckert moved and Mrs. Toussaint seconded that the <br /> valuation on abatement #3933 be set at $35,000; that <br /> abatement #3934 be set at $30,000; and that abatement #3935 <br /> be set at $25,200, as recommended by Tax Director Frank <br /> Klein. On roll call vote, motion carried unanimously. <br /> <br />12. <br /> <br />SHERIFF DEPARTMENT, Bid awarded for two 4-wheel drive vehicles <br />Bids were opened January 7, 1991 in the Auditor's Office by County <br />Auditor Mike Montplaisir for two 4-wheel drive units for the Sheriff's <br />Department: <br /> W. W. Wallwork $18,491.82 <br /> Hall GMC $18,635.00 <br /> Gateway Chevrolet $17,774.69 <br /> <br />After reviewing the bids, Lt. Rich Majerus said the Sheriff Department <br />recommends awarding the iow bid of Gateway Chevrolet for $17,774.69 <br />per vehicle for a total of $35,549.38. He said the budgeted amount <br />for the vehicles for 1991 is $38,000. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to accept the bid <br /> from Gateway Chevrolet for $17,774.69 each for two 4-wheel <br /> drive vehicles, a total of $35,549.38, to replace two <br /> vehicles in the Sheriff Department; and that the Sheriff <br /> Department, Social Services Department and their portfolio <br /> commissioners work out a plan to consider giving the next <br /> two replacement vehicles for Social Services use. <br /> <br /> <br />
