26. <br /> <br />Comm. Minutes--January 8, 1991 605 <br /> <br />Kathy Hogan said a discretionary fund was not adopted in <br />the policy but was a concept that came out of the sub- <br />committee. <br /> <br />Mrs. Toussaint stressed the importance of having policy to <br />give every agency a fair and equal chance to receive funds. <br />She said the discretionary fund should be discussed <br />separately. <br /> <br />Mr. Risher doesn't think the Commission is breaking policy <br />by allowing $2,675 from the discretionary fund for Island <br />Park Activity Center. <br /> <br />MOTION TO APPEAL DECISION OF THE CHAIR, passed <br />Mr. Wieland moved and Mr. Eckert seconded to appeal the <br />decision of the Chair not to accept the previous motion. <br />Motion carried on roll call vote with Mr. Risher, Mr. <br />Wieland and Mr. Eckert voting "Aye", Mr. Shannon and Mrs. <br />Toussaint opposing. <br />MOTION ON SPONSORSHIPS, passed <br />Mr. Wieland re-stated his previous motion, seconded <br />by Mr. Eckert to accept the sub-committee sponsorship <br />recommendation for 1991 for the following agencies and <br />amounts: F-M Sexual Abuse Treatment Program--S2,900; New <br />Life Center--S12,180; Nokomis--S13,125; Rape and Abuse <br />Crisis Center--S26,850; YWCA--S14,111; and a <br />discretionary fund of $8, 950, of which $2,675 would be <br />paid to the Island Park Activity Center to cover the first <br />six months of 1991 with a review the second meeting in May <br />to see the results of legislative efforts for State funding <br />and determine at that time whether an additional $2,675 <br />should be paid for the remainder of 1991. Motion carried <br />on roll call vote with Mr. Risher, Mr. Wieland and Mr. <br />Eckert voting "Aye", Mr. Shannon and Mrs. Toussaint <br />opposing. Mr. Shannon asked that the minutes reflect that <br />he considers the policy to be compromised beyond the point <br />of further use. Mr. Eckert said the policy was not as <br />complete as it should have been because it did not address <br />additional funds that might be available. Mr. Shannon <br />asked him to work with someone on doing this. <br /> <br />PERSONNEL DEPARTMENT, Suspend new activities <br />Personnel Director Geoffrey Riches' letter to the Commission dated <br />December 14, 1990, was referred to Steve Risher for study and a report <br />to the Commission, since he is the portfolio commissioner for that <br />department. <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Wieland seconded to suspend any <br /> new activities or work in the Personnel Department until <br /> the January 21st meeting at 4:00 PM at which time Mr. <br /> Risher will make a full report to the Commission on the <br /> Personnel Department. On roll call vote, motion carried <br /> unanimously. Mr. Risher said he discussed this with <br /> Geoffrey Riches on January 7, 1991. <br /> <br /> <br />
