Comm. Minutes--January 8, 1991 604 <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Eckert seconded that effective <br />January 18, 1991, Cass County will increase the cost of <br />housing municipal prisoners by $7.00 per hour for those <br />persons detained for alcohol related offenses and who need <br />to remain there under the order of Municipal Judge Davies; <br />and that the contract for holding municipal prisoners be <br />amended to reflect this increase as well as the current <br />rate of $12.50 per day (instead of $10.00 per day as shown <br />in the agreement dated July 11, 1983) and the current <br />$10.00 booking fee. Mr. Shannon asked the States Attorney <br />to work out the details of the contract and bring it back <br />to the County Commission. On roll call vote, motion <br />carried unanimously. <br /> <br />25. <br /> <br />SOCIAL SERVICE SPONSORSHIPS <br />A recommendation was submitted on Social Service sponsorships by <br />a sub-committee consisting of Commissioners Shannon and Wieland, <br />Social Services Director Kathy Hogan, Ruth Ann Anderson and Jim <br />Kappel. Kathy Hogan said the sub-committee reviewed all material that <br />was submitted by all agencies requesting funds to be sure they were <br />within the mission of the County Social Services agency. She said <br />agencies were evaluated based on the criteria that was established in <br />a policy approved by the Social Service Board on November 6, 1990. <br /> MOTION, failed <br /> Motion was made by Mrs. Toussaint to accept the sponsorship <br /> policy as established by the Social Service Board and <br /> accept the sub-committee sponsorship recommendation for <br /> payment for 1991. The motion failed for lack of a second. <br />Mr. Risher asked if policy is already established, and Mrs. Toussaint <br />said the Social Service Board adopted it in November, 1990. MOTION, ruled out of order <br /> Motion was made by Mr. Wieland to accept the sub-committee <br /> sponsorship recommendation for 1991 for the following <br /> agencies and amounts: F-M Sexual Abuse Treatment Program-- <br /> $2,900; New Life Center--S12,180; Nokomis--S13,125; Rape <br /> and Abuse Crisis Center--S26,850; YWCA--S14,111; and a <br /> discretionary fund of $8,950, of which $2,675 would be paid <br /> to the Island Park Activity Center to cover the first six <br /> months of 1991 with a review the second meeting in May to <br /> see the results of legislative efforts for State funding <br /> and determine at that time whether an additional $2,675 <br /> should be approved for the remainder of 1991. <br /> <br />The Chairman ruled the motion out of order because he said <br />the issue first is whether policy is adopted or not. He <br />said giving funds to Island Park Activity Center doesn't <br />follow the policy, in his opinion. He thinks discretionary <br />funds were intended for agencies who meet the criteria of <br />the policy. <br /> <br />Discussion: Mr. Wieland said the discretionary fund falls <br />under the policy that was adopted. He said the Commission <br />should decide how to spend those funds. <br /> <br /> <br />
