Minutes--November 20, 1990 566 <br /> <br />13. <br /> <br />]¸4. <br /> <br />15. <br /> <br />JAIL, Fire damag~ to be repaired <br />Mr. Sondralt had an estimate of $920.00 to add access panels and <br />repair damages in the jail from a fire last week. Mr. Montplaisir <br />said the repair bill can be paid from the Building and Grounds budget. <br /> <br />CDBG SPONSORSHIP REQUESTS, DakTech, Inc. and Klocke Manufacturing <br />Tracy Anderson, staff employee from Lake Agassiz Regional Council, <br />introduced representatives of DakTech, Inc. and Klocke Manufacturing, <br />Inc., who are requesting Cass County's sponsorship for Community <br />Development Revolving Loan funds. <br /> <br />Bob Hegg, President of DakTech, Inc., said his company buys used <br />computers, takes them apart, and sells the parts. CDBG funds would <br />be used for purchase of equipment. They plan to employ 41 full-time <br />people and nine part-time people within the first year. <br /> <br />Ken Klocke, President of Klocke Manufacturing, Inc., said his company <br />manufactures hand sanding tools. CDBG funds would be used for <br />building construction and equipment purchases. They plan to employ <br />10-15 people within one year. <br /> <br />Mr. Shannon asked Ms. Anderson what it means for' the County to sponsor <br />CDBG projects. She said the County would be the applicant for funds <br />and would act as the lender. She said the County has no obligation <br />in case of default of the companies. The County is the pass-through <br />agency for the funds, according to Ms. Anderson. <br /> <br />Mr. Sondrall said the County does receive a percentage of the interest <br />on CDBG projects, but Mr. Shannon questions whether this covers the <br />cost of administration. MOTION, passed <br /> Mr. Eckert moved and Mr. Sondrall seconded to sponsor <br /> DakTech, Inc. and Klocke Manufacturing, Inc. for Community <br /> Development Loan Fund Assistance (CDBG). Mr. Shannon asked <br /> when potential competitors would become involved, and <br /> Ms. Anderson said a public hearing will be scheduled after <br /> a business plan is sent to the State. On roll call vote, <br /> motion carried unanimously. <br /> <br />CDBG REVOLVING LOAN PAYMENT DEFERRAL, Request from Town & Country <br />Roll-Off Service <br />Town & Country Roll-Off Service has asked to defer payment of a <br />Community Development Revolving Loan for two years, with monthly <br />payments instead of annual payments. The County referred the request <br />to Lake Agassiz Regional Council for a recommendation and received a <br />letter from Carl Altenbernd dated October 17, 1990. The County also <br />received correspondence from North Dakota Office of Intergovernmental <br />Assistance concerning this matter. <br /> <br />States Attorney Robert Hoy said the State of North Dakota expected the <br />first, semi-annual payment from Cass County on October 1, 1990, but <br />Cass County didn't make the payment because they haven't received the <br />money from Gary and Kathy Nyhof, Town & Country Roil-Off Service. <br /> <br /> <br />
