Comm. Minutes--November 20, 1990 567 <br /> <br />Mr. Hoy said Cass County is being asked to restructure the loan so <br />that the County would delay the ~,rincipal and interest, for a period <br />of two years. A recommendation was made by Carl AJ_tenbernd, Lake <br />Agassiz Regional Council, that Town & Country Boll-Off Service and <br />Cass County establish a monthly payment schedule and a two-year <br />deferral on interest payments only, contingent upon Gary and Kathy <br />Nyhof's enrollment and participation in the Small Business Management <br />Program course offered at the Regional Small Business Center. <br /> <br />Mr. Hoy said Cass County can pursue collection on the entire amount <br />according to the original contract, or the County can attempt to <br />restructure it. He contacted the Office of Intergovernmental <br />Assistance, and they take the position that Cass County needs to make <br />the determination on how to collect the payments, and they will go <br />along with that decision. <br /> <br />16. <br /> <br />Mr. Hoy thinks the burden needs to be placed on the Nyhof's to justify <br />why they can't make the payments and to indicate what financial <br />responsibility they could manage at this time. Mr. Wieland said <br />Mr. Altenbernd needs to make a more definite proposal to this Board <br />on the basis of his knowledge and expertise on this project. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded that Carl <br /> Altenbernd review the entire scope of this grant recipient <br /> and create a new business plan to accommodate his specific <br /> recommendations to the Cass County Commission, including <br /> financial statements to support those recommendations. On <br /> roll call vote, motion carried unanimously. Mr. Shannon <br /> asked Mr. Eckert to pursue this with Mr. Altenbernd. <br /> <br />CLEANING CONTRACT CONSIDERATION <br />Bids were received from four companies for cleaning the Juvenile <br />Detention Center and Courthouse, according to Accountant Mike <br />Montplaisir. Bids for cleaning the Juvenile Detention Center ranged <br />from $10,800 to $11,600, and bids for cleaning the Courthouse ranged <br />from $46,500 to $68,000 per year. <br /> <br />Cass County is currently paying $8,124 per year plus supplies for <br />cleaning the Juvenile Detention Center and $51,650 per year for <br />cleaning the Courthouse. A committee appointed to review the bids <br />will meet today to check references of the bidders. <br /> <br />17. <br /> <br />PLANNING COMMISSION, Moratorium on creating special assessment <br />districts <br />Mr. Wieland said the County Planning Commission appointed a committee <br />to study problems with maintenance of asphalt streets in subdivisions <br />where special assessment districts were created for that purpose. The <br />committee was asked to make a recommendation within six months from <br />the time the moratorium is initiated. MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to accept the <br /> recommendation of the Cass County Planning Commission and <br /> place a moratorium on the creation of special assessment <br /> districts for the purpose of asphalting roads in subdivi- <br /> sions to last either six months or until the Board of <br /> Commissioners has adopted new policy and procedures based <br /> <br /> <br />
