He said there is a possibility of 25 <br />people coming back to Cass County who are soon eligible to be released <br />from prison. The county would be paid $30 per day to house them but <br />the sheriff said he wouldn't encourage the County to enter into any <br />more contracts for boarding prisoners. He thinks he can increase the <br />work release program to 15-20 spots in the next year without using the <br />sheriff residence. <br /> <br />Mr. Wieland said he isn't in favor of spending a large amount of money <br />to use the sheriff residence, but he isn't against investigating the <br />possibilities. <br /> <br />Mr. Shannon said he talked to State Prison Warden Tom Powers, and he <br />encouraged the county to use the build for the work release program. <br /> MOTION, passed <br /> Mr. Eckert moved and Mrs. Toussaint seconded to authorize <br /> Lt. Walt Willis to see what would be involved in bringing <br /> the former sheriff residence on line with minimum require- <br /> ments for minimum security space; and that Lt. Willis <br /> present this information at the next meeting, November 20. <br /> On roll call vote, motion carried unanimously. <br /> <br />14. <br /> <br />LEGISLATIVE PROPOSALS, Mark Boening to be retained <br />Draft legislation is needed for about 40 items mentioned in the "Cass <br />County Model" report. Scott Kildahl said the Commission needs someone <br />to draft the legislation and present it to the legislature. <br /> <br />States Attorney Robert Hoy said drafting legislation is a difficult <br />and time-consuming process. His office in the past has assisted <br />departments in the county with drafting legislation, and he is willing <br />to help with the "model" legislation but doesn't feel his staff will <br />have enough time in the next couple of months to do it all. <br /> <br />Mr. Hoy said Assistant States Attorney Mark Boening has an interest <br />in drafting this legislation and would be willing to use 7-10 days of <br />personal vacation time working for the county privately at his regular <br />rate of pay. <br /> <br />Mr. Wieland said he appreciates the offer because it is essential that <br />the legislation be drafted properly. MOTION, passed <br /> Mr. Wieland moved and Mr. Sondrall seconded to authorize <br /> establishment of an agreement with Mark Boening at ail <br /> hourly rate of pay comparable to his present salary, <br /> without benefits, for 7-10 days to draft legislation in <br /> addition to what time the states attorney is able to make <br /> available; and request the auditor and accountant to make <br /> the necessary budget adjustments. Mr. Wieland said if <br /> other departments have suggestions for proposed <br /> legislation, they should contact the Commission.
