Comm. Minutes--October 16, 1990

551

14.

MOTION, passed
Mr. Wieland moved and Mrs. Toussaint seconded to approve
the November tax sale list as appraised at the October 2,
1990, meeting of the Board of County Commissioners for the
annual tax sale on November 20, 1990, in the Auditor's
Office. Wieland moved and Mr. Eckert seconded to appoint Robert
Brodshaug of the Southeast Cass Water Resource District to
the County Road Advisory Committee until December 31, 1991,
with Nils Buringrud of North Cass Water Resource District
as alternate. On roll call vote, motion carried
unanimously.

15.

RIVERSIDE CEMETERY, Maintenance fee may be discontinued
At budget meetings, the Commission questioned why Cass County is
paying a maintenance fee for plots at Riverside Cemetery. John
Meyer, Sexton of Cass County's Springvale Cemetery, said Cass County
has been contributing money since the 1930's for perpetual care for
interments of people at Riverside who otherwise would have been
buried in pauper's graves. Additional interments stopped after Cass
County began Springvale Cemetery north of Fargo. Mr. Meyer said the
County paid for the lots at the time of interment, and generally a
portion of the fee is for perpetual care so he felt the County's
obligation has been met, MOTION, passed
Hr. Wieland moved and Mr. Eckert seconded that the States
Attorney and John Heyer continue to review the situation
with the idea of informing Riverside Cemetery that Cass
County will discontinue the annual maintenance fee unless
there is a legal contract requiring them to continue. On
roll call vote, motion carried unanimously.

16.

RESOLUTION ~1990-9, Adoption of "Amended Rules and Regulations
Governing Installation and Use of On-Site Sewage Disposal Systems"
The Cass County Planning Commission held a public hearing on Friday,
October 12, 1990, on "Amended Rules and Regulations Governing
Installation and Use of On-Site Sewage Disposal Systems." County
Planner Earl Haugen said the States Attorney's Office has also
reviewed the amended regulations.

Keith Burkholder, Fargo City Planner, said there are not many
opportunities for the County and City to work together. He said this
is one case where everyone in the two levels of government worked
together.
MOTION, passed
Hr. Eckert moved and Mr. Wieland seconded to adopt "Amended
Rules and Regulations Governing Installation and Use of On-
Site Sewage Disposal Systems," specifically referring to
adoption of Resolution ~1990-9.
