Comm. Minutes--October 16, 1990 <br /> <br />551 <br /> <br />14. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded to approve <br />the November tax sale list as appraised at the October 2, <br />1990, meeting of the Board of County Commissioners for the <br />annual tax sale on November 20, 1990, in the Auditor's <br />Office. On roll call vote, motion carried unanimously. <br /> <br />ROAD ADVISORY COMMITTEE, Appointment of representative from water <br />resource districts <br />Mr. Wieland received a letter from the Cass County Joint Water <br />Resource District recommending an appointment to the County road and <br />bridge advisory committee in an effort to improve communications <br />between the County Road Department and water resource districts. <br /> MOTION, passed <br /> Hr. Wieland moved and Mr. Eckert seconded to appoint Robert <br /> Brodshaug of the Southeast Cass Water Resource District to <br /> the County Road Advisory Committee until December 31, 1991, <br /> with Nils Buringrud of North Cass Water Resource District <br /> as alternate. On roll call vote, motion carried <br /> unanimously. <br /> <br />15. <br /> <br />RIVERSIDE CEMETERY, Maintenance fee may be discontinued <br />At budget meetings, the Commission questioned why Cass County is <br />paying a maintenance fee for plots at Riverside Cemetery. John <br />Meyer, Sexton of Cass County's Springvale Cemetery, said Cass County <br />has been contributing money since the 1930's for perpetual care for <br />interments of people at Riverside who otherwise would have been <br />buried in pauper's graves. Additional interments stopped after Cass <br />County began Springvale Cemetery north of Fargo. Mr. Meyer said the <br />County paid for the lots at the time of interment, and generally a <br />portion of the fee is for perpetual care so he felt the County's <br />obligation has been met, MOTION, passed <br /> Hr. Wieland moved and Mr. Eckert seconded that the States <br /> Attorney and John Heyer continue to review the situation <br /> with the idea of informing Riverside Cemetery that Cass <br /> County will discontinue the annual maintenance fee unless <br /> there is a legal contract requiring them to continue. On <br /> roll call vote, motion carried unanimously. <br /> <br />16. <br /> <br />RESOLUTION ~1990-9, Adoption of "Amended Rules and Regulations <br />Governing Installation and Use of On-Site Sewage Disposal Systems" <br />The Cass County Planning Commission held a public hearing on Friday, <br />October 12, 1990, on "Amended Rules and Regulations Governing <br />Installation and Use of On-Site Sewage Disposal Systems." County <br />Planner Earl Haugen said the States Attorney's Office has also <br />reviewed the amended regulations. <br /> <br />Keith Burkholder, Fargo City Planner, said there are not many <br />opportunities for the County and City to work together. He said this <br />is one case where everyone in the two levels of government worked <br />together. <br /> MOTION, passed <br /> Hr. Eckert moved and Mr. Wieland seconded to adopt "Amended <br /> Rules and Regulations Governing Installation and Use of On- <br /> Site Sewage Disposal Systems," specifically referring to <br /> adoption of Resolution ~1990-9. On roll call vote, motion <br /> carried unanimously. <br /> <br /> <br />
