Minutes--October 10, 1990 <br /> <br />55O <br /> <br />Total staff for the Sheriff's Department depends upon which <br />recommendations are adopted by the commission and the department. <br />Mr. Galvin said there would probably be a reduction in staff, but a <br />worst case scenario would result in an increase of seven, five of <br />whom would be for the new communications unit. <br /> <br />Mr. Galvin said a procedures manual was adopted, but it isn't Jn <br />effect. It should be designed to fit Cass County's needs, should be <br />considered from a legal point of view and adopted, and staff should <br />have adequate training within the department. <br /> <br />After receiving a copy of the "Cass County Model" report, Hr. Galvin <br />thought the recommendations in the IACP report complies with those <br />interests in the model report. He will be working with the Sheriff <br />in some areas and providing him with additional information. He said <br />there is a comment in the report about how it fits into the overall <br />personnel plan being prepared by Geoff Riches. <br /> <br />Mr. Shannon said the intent behind this study was not to eliminate <br />staff but to look at the prospect of reorganizing priorities in order <br />to put together the best management system and the best controlling <br />system in order to have the most effective and efficient operation <br />possible. He said part of Scott Kildah'l's work plan with the model <br />project calls for establishment of a coordinated management system. <br /> <br />Mr. Eckert asked how much input came from the County Commission on <br />what is needed for the Sheriff's Office. Mr. Galvin said he <br />suggested to Mr. Riches and Mr. Shannon that the consultants would be <br />happy to talk to any commissioners who wanted to talk to them, but he <br />didn't get any replies on that. Mr. Shannon said the county <br />developed the contract. Mr. Galvin said Mr. Shannon was the only <br />commissioner he talked to. <br /> <br />Mr. Eckert asked how much information the consultants got from the <br />Sheriff. Mr. Galvin said he talked to the Sheriff a number of times <br />throughout the study. Sheriff Rudnick said he communicated only once <br />with the consultants after they left the facility. Mr. Galvin said <br />he worked through Mr. Riches as far as coordination of the contract. <br /> <br />Mr. Wieland said he would like to read through the full report before <br />asking any questions. He said there are some things that vary from <br />tradition, but he doesn't necessarily object to that. NOTION, passed <br /> Hrs. Toussaint moved and Mr. Sondrall seconded to instruct <br /> Scott Kildahl and the County Coordinator to immediately <br /> rearrange their priorities of the Phase II model project <br /> and begin engaging the sheriff and each of his appropriate <br /> staff within the three major components of the sheriff's <br /> department, namely operations, support services, and <br /> management; and together with the liaison commissioners, <br /> Don Eckert and Alon Wieland, begin making a preliminary <br /> action plan and report to the Commission at the November 6 <br /> meeting. On roll call vote, motion carried unanimously. <br /> <br />HEARING ON APPRAISAL OF TAX-FORFEITED LOTS, Tax sale list approved <br />A public hearing was held on the appraisal of tax-forfeited property. <br />The Chairman called for comments from the floor and hearing none, the <br />public hearing was closed. <br /> <br /> <br />
