Wieland seconded to approve <br /> out of state travel for Don Richards to Rapid City, SD <br /> October 24-25, 1990. On roll call vote, motion carried <br /> unanimously. <br /> <br />UTILITY PERMIT, Granted to Spectrum Cablevision MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded to grant a <br /> utility permit to Spectrum Cablevision at County Road 31 <br /> near Stockman's Subdivision and North River. On roll call <br /> vote, motion carried unanimously. <br /> <br />SHERIFF/JAIL, International Association of Chiefs of Police study <br />The jail is the most important function maintained by the sheriff's <br />department, according to Raymond Galvin, consultant for International <br />Association of Chiefs of Police (IACP). He said the County's jail <br />doesn't have to be a class I jail, and a new jail is not needed. <br /> <br />The IACP was hired about June, 1990, by Cass County to conduct an <br />evaluation of the management and operations of the Sheriff's <br />Department and its utilization of resources. Mr. Galvin provided 15 <br />copies of a written final report entitled "ORGANIZATION, STAFFING, <br />AND UTILIZATION OF RESOURCES IN THE CASS COUNTY SHERIFF'S <br />DEPARTMENT." <br /> <br />Mr. Galvin said there are over 100 recommendations in the report <br />ranging from general to specific details about internal procedures. <br />He outlined ten priority recommendations in his presentation to the <br />Commission, Sheriff Don Rudnick, sheriff staff, Personnel Director <br />Geoff Riches, and others in attendance. <br /> <br />He said the present jail and former sheriff residence should continue <br />to be used if they are structurally sound. He suggested using the <br />former sheriff residence for special classification inmates and for <br />work release, providing judges and states attorneys agree to utilize <br />these. He said a regional detox facility should be established, with <br />no detox cases in the county jail. According to the report, there <br />should be a coordinated effort with Fargo and possibly West Fargo to <br />develop a regional dispatch center and remove it from the jail. <br /> <br />One recommendation is to make other arrangements through regional <br />public and private social service agencies for juveniles who require <br />detention. He said the juvenile detention facility is very cost <br />inefficient, and there are juvenile offenders who don't have to be <br />detained. Staff could be phased out or given other tasks. <br /> <br /> <br />
