Hinutes--September 18, 1990 525 <br /> <br />14. <br /> <br />15. <br /> <br />FOREST RIVER ROAD QUESTIONS, Stanley Township and Forest River <br />representatives present <br />The Chairman scheduled a brief discussion at this time to try to <br />reach an understanding of how to resolve a problem with a road in <br />Forest River Subdivision. The road was partially damaged by the <br />spring flood of 1989. <br /> <br />Tom Fischer, Stanley Township Chairman, and Tom Garske, representing <br />Forest River Subdivision, cited a lack of communication between them <br />and the County Engineer in seeking funds to repair this road. <br /> <br />Hr. Shannon understood from an informal meeting held September 5, <br />1990, that Don Richards agreed to contact the State Disaster <br />Emergency Services to see if Cass County has some flexibility for <br />assigning unused Federal funds for potential county-wide problems, <br />possibly the Forest River road. Instead, Hr. Richards asked if the <br />money could be used to purchase equipment, and he received a response <br />from the State in the affirmative. <br /> <br />Hr. Richards said he wanted to clarify how the County could spend <br />funds that were underspent on certain projects. He said the County <br />did purchase a ro~d scraper this year, and he wanted to know from the <br />State if disaster funds could be used for this purpose. He said if <br />the County wants to use those funds for a certain project, he has no <br />objection. <br /> <br />Mr. Shannon asked what the next step is on the Forest River road. <br />Hr. Richards said he needs a copy of all expenses that Stanley <br />Township has incurred due to the 1989 flood in order to proceed. <br />Hr. Fischer said he will complete the paper work on the township's <br />part immediately. Mr. Shannon intends to outline a procedure to be <br />followed to improve communication in such matters. <br /> <br />NORTH CASS WATER RESOURCE DISTRICT, Steel Arch CrossinR <br />Another issue that seemed to underscore a lack of communication was <br />the installation of a culvert in place of a bridge in Section 35, <br />Noble Township, at the junction of County Roads 31 and 26. <br /> <br />Nels Buringrud spoke to the Commission, first as a taxpayer and <br />secondly as a member of the North Cass Water Resource District Board. <br />As a taxpayer, he presented a petition with 28 signatures expressing <br />concern that the culvert is too small for adequate drainage. He <br />feels this will endanger Nora Lutheran Church and farmsteads located <br />nearby. <br /> <br />As a water manager, Mr. Buringrud felt the water resource district <br />boards should be notified 30 days in advance of any work being done <br />in their district on legal drains, since they pay 60% of the cost of <br />the project. <br /> <br />Engineer Don Richards said he communicates with the engineering firms <br />of the water resource districts, and they decide the size of a <br />culvert to be installed in a particular location. He feels the <br />culvert at this location is large enough. <br /> <br />Mr. Shannon asked Mr. Richards and Hr. Buringrud to set a tentative <br />meeting to see how they can develop a communications link for future <br />projects, and keep him posted on the meeting. <br /> <br /> <br />
