Hinutes--September 4, 1990 <br /> <br />Discussion: <br />Sheriff Rudnick said his department has again been <br />approached by NDSU to assist at football games, and they <br />request that a supervisor be present. If he doesn't pay <br />them overtime, he said they have to take a day off from <br />their regular duties. He said the County is reimbursed by <br />the agency requesting their assistance. <br /> <br />512 <br /> <br />Hr. Shannon said the County receives reimbursement for <br />other agencies also. He said this is a management question <br />of how the Sheriff uses his staff. Hr. Wieland was also <br />concerned about how this would affect other departments. <br /> <br />Robert Hoy said he talked to Chief Deputy Jim Thoreson, but <br />he has not talked to the Personnel Director about this <br />situation. The County doesn't have to pay overtime for <br />exempt employees but there is nothing that prevents them <br />from doing so if they wish, according to Hr. Hoy. However, <br />he said the County cannot do it to ,the extent that it <br />ignores the exempt/non-exempt status. <br /> <br />Mr. Eckert said it's important that someone in charge be <br />available as requested by NDSU. <br /> <br />By not paying supervisors, Hr. Riches said subordinates are <br />paid more. He said the County is reimbursed $20.O0/hour <br />per employee working at special events. Mr. Wieland asked <br />if this includes total County costs, including benefits. <br />Hr. Thoreson said income from special events is about <br />$6,000 more than paying out salaries over the years. He <br />said the reserves are used at some of the dances. <br /> <br />Mr. Wieland asked about the City of Fargo, and Mr. Thoreson <br />said they pay their supervisory staff at special events. <br />Hr. Shannon asked for names of lieutenants from the City <br />who work special events. Hr. Thoreson said he thought they <br />have sergeants there, and he did not know if they are <br />exempt level employees. He said the County Sheriff's <br />Department has no field sergeants at the present time. <br /> <br />At the call for the question and on roll call vote, the <br />motion failed with Mr. Eckert, Mr. Sondrall and Mr. Wieland <br />opposing. <br /> <br />MOTZON, failed <br />Mr. Wieland moved and Mr. Eckert seconded to permit exempt <br />level personnel in the Sheriff's Office to receive monetary <br />compensation at straight time for events authorized by <br />outside agencies for a period not to exceed 30 days, and to <br />review that policy at the first meeting in October with the <br />intent of seeing whether or not the personnel policies and <br />procedures manual will be adopted by that time. <br />Discussion: Mr. Sondrall didn't feel this would provide a <br />solution and at the call for the question and on roll call <br />vote, the motion failed with Mr. Shannon, Mr. Sondrall and <br />Mrs. Toussaint opposing. The Chairman said the Commission <br />has reached an impasse so will continue existing policy, <br />which is exempt employees are exempt and not entitled to <br />straight time in lieu of overtime pay. <br /> <br /> <br />
