Corem, Minutes--September 4, 1990 511 <br /> <br />Insurance Reserve Fund survey. Mr. Montplaisir suggested <br />writing a letter to the Red River Valley Fair asking them <br />to include Cass County as a named '!,nsured, and to provide <br />the County with a Certificate of Insurance. <br /> <br />10. <br /> <br />POLICY ON SOLICITATION, Reaffirmed MOTION, passed <br /> Hr. Eckert moved and Hr. Wie]and seconded to reaffirm <br /> existing policy on solicitations whereby persons not <br /> employed by the County may not solicit or distribute <br /> literature on County property without written authorization <br /> from the Commission. Employees may not solicit for any <br /> purpose during working time. Mr. Wieland suggested placing <br /> "No Soliciting" signs at all entrance doors on principal <br /> county buildings. Discussion: Hfs. Toussaint asked if <br /> there is a problem with solicitation. Mr. Montplaisir said <br /> there has been some soliciting during work time, and he <br /> suggested that department heads be reminded of this policy. <br /> On roll call vote, motion carried unanimously. <br /> <br />11. <br /> <br />POLICY POSITION, Emergency disaster situations <br />Hr. Shannon suggested a policy position for future emergency disaster <br />situations to diminish the chances for problems that occurred since <br />the 1989 spring flood. Some reporting forms from that flood were not <br />copied for County Road Department records. MOTION, passed <br /> Mr. Eckert moved and Mrs. Toussaint seconded to adopt the <br /> following as County policy: 1) County personnel to keep <br /> specific detailed notes (DSR style notes) and send one copy <br /> to the North Dakota Division of Emergency Management, one <br /> to Federal Emergency Management Agency, and retain one for <br /> County's file. 2) Whether or not the County holds any <br /> emergency funds in its treasury, no money should be <br /> allocated to eligible subdivisions such as townships unless <br /> and until the County has business papers/invoices first. <br /> On roll call vote, motion carried unanimously. <br /> <br />12. <br /> <br />SOCIAL SERVICES, Reviewed State Human Services position paper <br />Social Services Board Chair, Mrs. Toussaint, said Director Kathy <br />Hogan is drafting a letter to the North Dakota Department of Human <br />Services this week on requests for comments on their proposed mission <br />statement. Hrs. Toussaint said the county wants to be involved in <br />policies and programs, in addition to financial involvement. <br /> <br />13. <br /> <br />SHERIFF'S EXEMPT LEVEL EMPLOYEES, Request for payment denied <br />Supervisory personnel in the Sheriff's Department requested monetary <br />compensation at straight time for working at events such as the Red <br />River Valley Fair, concerts, NDSU sporting events and racing <br />programs. The Commission received a request from Geoff Riches, <br />Personnel Director, on behalf of those employees. <br /> <br />Mrs. Toussaint said the Commission addressed this issue a number of <br />times, and she is concerned about causing problems with exempt level <br />employees in other departments by allowing this in one department. <br /> MOTION, fafled <br /> Mrs. Toussaint moved and Mr. Sondra]l seconded to continue <br /> current po]icy, which does not allow for overtime payments <br /> to exempt level employees, until such time as the <br /> Commission reviews the policy and procedures manual. <br /> <br /> <br />
