Riches is very much in favor of <br />this, and said it could be added at a later time. <br /> <br />Page 37, last pQragraph--add the following underlined language: "Upon <br />a review of the recommendation of the Personnel Director..." <br /> <br />SECTION 5.15 SMOKING <br />A number of companies are raising health insurance premiums for <br />smokers, reflecting the fact that smokers have more medical problems. <br />Hr. Riches said the county could review its insurance rates, but <br />Hrs. Toussaint thought statistics in Cass County would have to prove <br />that smokers are less healthy. Hr. Wieland said Blue Cross-Blue <br />Shield uses nationwide statistics, Hr. Riches will talk to Blue <br />Cross-Blue Shield representatives to see what can be built into future <br />policies for the county's group health insurance, <br /> <br />Mr. Wieland asked if the county can hire only non-smokers, or have an <br />agreement that employees not smoke during the working day. He thought <br />there should be a no smoking policy in county vehicles, <br /> <br />Mr, Shannon asked how Commissioners would feel if smoking were <br />eliminated entirely in county buildings and on the premises. <br />Mr, Eckert and Mrs. Toussaint thought there should be one area where <br />smoking is allowed until the time comes that the building is entirely <br />smoke free. <br /> <br />Mr. Shannon asked if there was a consensus among the commissioners <br />that the cafeteria be designated "no smoking", the single area in the <br />courthouse complex where smoking is allowed being the existing <br />employee brown bag lunch room; and that the States Attorney be asked <br />to comment on compliance relative to jurors and judges. <br /> <br />Mr. Eckert thought an area of the cafeteria should be provided for <br />public smoking. He said he would favor establishing a future date on <br />making the courthouse smoke free, and Mr. Wieland suggested reviewing <br />this section later and considering a date of January 1, 1991. <br /> <br /> <br />
