SECTION 5.11 PAYROLL DEDUCTIONS Page 37--Mr, Shannon suggested possibly including the use of automatic deposits with local participating banks, assuming there is enough volume to justify doing that, Hr. Riches is very much in favor of this, and said it could be added at a later time. SECTION 5.15 SMOKING A number of companies are raising health insurance premiums for smokers, reflecting the fact that smokers have more medical problems. Hr. Riches said the county could review its insurance rates, but Hrs. Toussaint thought statistics in Cass County would have to prove that smokers are less healthy. Hr. Wieland said Blue Cross-Blue Shield uses nationwide statistics, Hr. Riches will talk to Blue Cross-Blue Shield representatives to see what can be built into future policies for the county's group health insurance, Mr. Wieland asked if the county can hire only non-smokers, or have an agreement that employees not smoke during the working day. He thought there should be a no smoking policy in county vehicles, Mr, Shannon asked how Commissioners would feel if smoking were eliminated entirely in county buildings and on the premises. Mr, Eckert and Mrs. Toussaint thought there should be one area where smoking is allowed until the time comes that the building is entirely smoke free. Mr. Shannon asked if there was a consensus among the commissioners that the cafeteria be designated "no smoking", the single area in the courthouse complex where smoking is allowed being the existing employee brown bag lunch room; and that the States Attorney be asked to comment on compliance relative to jurors and judges. Mr. Eckert thought an area of the cafeteria should be provided for public smoking. He said he would favor establishing a future date on making the courthouse smoke free, and Mr. Wieland suggested reviewing this section later and considering a date of January 1, 1991.
