10.

11.

12.

Comm, Minutes--August 1, 1990 497

Mike Montplaisir suggested that the county consider sponsoring non-
smoking seminars, and Mr. Riches said this will be covered in the
section on wellness programs.

SECTION 5.16 SOFTWARE COMPLIANCE
Mr. Shannon asked Mr. Riches to discuss this section with the Data
Processing Manager.

SECTION 5.17 SOLICITATION & DISTRIBUTION
Page 39, paragraph 1--add the following underlined
"...prior approval of the County Commission to do so."

language:

Mr. Montplaisir suggested that the Commission re-establish this
section of policy at a future commission meeting because it is being
violated.

SECTION 5.18 TRAVEL REIMBURSEMENT
Hr. Shannon suggested adding existing policy on corporate credit cards
and the rules involved in that.

Page 40, paragraph 1 and 2--Mr. Wieland questioned reimbursement
figures for personal vehicle usage. Mr. Montplaisir said the current
rate is 20 cents per mile instead of 26 cents and lodging is currently
$35 instead of' $45 as stated in the proposed manual. Mr. Riches
doesn't think this covers the cost of expenses, and Mr. Montplaisir
agreed it is out of date. Mr. Wieland requested data on this before
changing it, and Mr. Shannon suggested looking at the amount of miles
paid out for last year.

Page 40, paragraph 6--Mr. Shannon asked if there is a compliance
mechanism as a way to keep insurance company name and policy numbers
current,

CHAPTER 6 - SAFETY, CHAPTER 7 - RIGHT TO KNOW POLICIES
No changes were suggested for either chapter,

CONCLUSION
As a next step, Mr. Shannon suggested referring a draft of the
personnel policies manual as revised today to the States Attorney and
to the Accountant. He thought the new manual should be adopted before
close of the budget this fall.

Mr. Shannon said the record as taken by Commission Secretary Joyce
Schepp today will be the record for these proceedings, He suggested
that she make the necessary changes, but Hr. Riches said some of the
language changes have to be incorporated from his standpoint. He will
handle it in the most expedient way for him since he is the one who
prepared the first draft, Mr. Riches was asked to revise the manual
by drawing a line through language changed by the Commission but not
deleting it and to underline new language.

Mr. Riches said he will make the revisions and make a comparison with
the secretary to be sure nothing was left out.

ADJOURNMENT
On motion by Mr. Eckert, the Chairman declared the meeting adjourned.
