Comm. Hinutes--August 1, 1990 494 <br /> <br />Mr. Riches said this is fairly standard where the merit system is <br />involved. Mr. Wieland suggested asking the States Attorney to <br />determine whether or not the commission can require the county or <br />state who had the obligation to reimburse the new county in terms of <br />cash or require that them to pay the employee directly. <br /> <br />Mr. Wieland asked Mr. Riches to investigate potential legislation in <br />regard to this issue and the entire set of double standards involving <br />state vs. county benefits. <br /> <br />SECTION 4.4 EDUCATIONAL REIMBURSEMENT <br />Line 15--add "and Commission Chairman" to the approval of applications <br />for educational reimbursement. <br /> <br />SECTION 4.5 EMPLOYEE ASSISTANCE PROGRAM (EAP) <br />Hr. Riches said he is a very strong proponent of employee assistance <br />programs, and he recommended a program whereby the provider would bill <br />the county confidentially per time per employee rather than the county <br />paying money up front. He said he will include a dollar figure in the <br />1991 budget. Mr. Montplaisir did not think Hr. Riches would be <br />obligated to call for bids. <br /> <br />Page 20, paragraph 4--language to be changed as follows: <br />sick leave 'will~ be used" instead of may be used. <br /> <br />"...accrued <br /> <br />SECTION 4.6 FUNERAL LEAVE <br />Funeral leave for part-time employees will accrue on a pro-rata basis <br />to be consistent with other benefits. <br /> <br />SECTION 4.8 HOLIDAYS <br />The proposed policy adds one paid holiday for all regular employees, <br />Friday after Thanksgiving. Mr. Riches said a majority of counties in <br />the state are closed that day. He doesn't think it's appropriate to <br />have some departments open and some closed, as present policy allows. <br />Mr. Shannon said employees could take the day off as a day of annual <br />leave. He referred to the policy on holidays adopted by the <br />Commission last December. <br /> <br />Mr. Wieland expressed concern about being closed four days in a row. <br />Mr. Riches said current policy allows county offices to be closed four <br />days in a row for Christmas. Mrs. Toussaint was concerned about <br />confusion by the public and thought all offices should be the same, <br />either open or closed. <br /> <br />Mr. Wieland asked for further review on this section. Hearing no <br />major objection, Mr. Shannon said existing policy is the policy to be <br />considered as of this draft. <br /> <br />Page 22--Mr. Shannon questioned the policy on holiday overtime, and <br />Mr. Riches said there is no current policy on this. Sheriff Don <br />Rudnick said his department limits the number of people working on a <br />holiday. Mr. Wieland suggested that the Sheriff, Personnel Director <br />and Commissioner Eckert review this policy. <br /> <br /> <br />
