Ninutes--August 1, 1990 493 <br /> <br />Page 14, paragraph 4--Commissioners were not in favor of paying unused <br />compensatory time in cash overtime payments at the end of the calendar <br />year as stated in the proposed policy. In the event forfeiture is not <br />a legality, Hr. Shannon suggested that accrued compensatory time be <br />used by the end of six months. Hr. Riches said he will have to <br />research this with FLSA. As an alternative, he suggested limiting the <br />amount of time that can be accrued to less than what the current <br />policy is. Accountant Nike Nontplaisir said compensatory time and <br />vacation time are recorded as a liability at the end of the year. <br /> <br />Page 14, paragraph 6 referring to exempt employees--add underlined <br />language to the following sentence: If, however, circumstances arise <br />that require considerable extra work time, time off with pay may be <br />authorized by a Department Head upon consultation with the Personnel <br />Director and by written consent including the chairman of the county <br />board and that a detailed monthly report shall be provided by the <br />Personnel Department to the county commission ten days before the <br />second regular meeting of each month. This way, the Commission can <br />effectively monitor to what extent this is being used. <br /> <br />Page 15, paragraph 6--add "for the third shift" at the end of the <br />second sentence· <br /> <br />Page 15--add t6 paragraphs 3, 4, 5, 7 and elsewhere in the document <br />the following underlined language pertaining to recommendation by the <br />Personnel Director: "based upon a review of the recommendation by the <br />Personnel Director." <br /> <br />Page 16, paragraph lO--earned merit increases. Hr. Riches said this <br />would not be put into place until the performance appraisal system is <br />established, and Nr. Shannon asked that this section be tabled. <br /> <br />Page 16, paragraph 11--add the following underlined language to last <br />sentence: "All such requests must have written approval of the <br />Personnel Director and the Commission Chairman." <br /> <br />Page 16, paragraph 12--explanation requested by Hr. Wieland. <br />Hr. Riches said he was approached by the Data Processing Nanager about <br />on-call pay. This would also affect the Naintenance Department and <br />Child Protection Agency. Nr. Shannon said the terms "regular basis" <br />need some definition and he recommended adding Commission approval <br />with a follow-up monthly report so it can be monitored. Nr. Wieland <br />suggested that the Commission be notified every six months if there <br />are no changes in the list of on-call employees. <br /> <br />CHAPTER 4, BENEFITS <br />SECTION 4.1 ANNUAL LEAVE <br />Hr. Wieland asked if the county could require or at least encourage <br />employees to use annual leave each year rather than accumulate it. <br />Mr, Riches did not wish to see it mandated, He said very few people <br />accumulate annual leave to the maximum, <br /> <br />A question was raised about a person being allowed to carry over <br />benefits from another county or state office. The county hiring that <br />person has to encumber benefits such as annual leave or sick leave. <br /> <br /> <br />
