Minutes--August 1, 1990 492 <br /> <br />Page 7, paragraph 5--Personnel Director to work with States Attorney <br />to develop language relating to veteran's preference which can be used <br />universally for all positions. <br /> <br />SECTION 2.5 CITIZENSHIP <br />Page 8--Mr. Wieland asked Mr. Riches to research this with the States <br />Attorney and let him know if the County could have the option of <br />requiring United States citizenship. <br /> <br />SECTION 2.6 <br />Page 9--Mr. Shannon said to include the following language at the end <br />of paragraph 2: "Members of the Commission shall have free and open <br />access to all matters of personnel at its discretion." Mr. Riches <br />said this language may be subject to review by the States Attorney. <br />As part of the Commissioners' responsibility for this organization, <br />Mr. Shannon said they should not be encumbered by complicated <br />procedures to access and review records. Employees can be notified <br />after the fact that their record was reviewed. Mr. Wieland agreed <br />with adding this language providing the commission is not infringing <br />on anyone's rights, and that something be placed in the file in <br />writing saying the record was reviewed. <br /> <br />SECTION 2.8 SEPARATIONS <br />Page lO--Mrs." Toussaint questioned the severance pay policy. <br />Mr. Riches said this is current policy and he tried not to eliminate <br />anything from the old policy. He said severance pay could be paid <br />only to employees who were laid off, and the Commissioners were in <br />agreement. <br /> <br />CHAPTER 3, SALARY ADMINISTRATION <br />SECTION 3.1 CLASSIFICATION AND PAY <br />Page 12, paragraph 2--add "as may be funded and approved by the <br />Commission" to the last sentence at the end of the page. Mr. Riches <br />was in agreement saying this does not change the intent. <br /> <br />SECTION 3.2 HOURS OF WORK, OVERTIME/COMPENSATORY TIME AND SALARY <br />ADJUSTMENTS <br />Mr. Wieland asked if there are any changes here, and Mr. Riches said <br />the work cycle and schedule for departments is essentially the same <br />as current policy. He said the overtime policy is the same as the <br />Commission tentatively approved in April. <br /> <br />Mr. Riches is proposing a system of time sheets, and Mr. Shannon said <br />compensatory time needs to be logged on time sheets. He suggested <br />adding language in this section as follows: "A system of time sheets <br />will be implemented that will accurately reflect all of the various <br />categories including compensatory time." <br /> <br />Page 13, last sentence--Mr. Riches said employees on annual leave, <br />funeral leave, sick leave or holidays are not eligible to receive <br />overtime. <br /> <br />Page 14, paragraph 1, first sentence--Mr. Riches said the county had <br />been paying for travel time if not within normal working hours but <br />this is optional according to the Fair Labor Standards Act (F.L.S.A.) <br />The Commission was in agreement that time outside of 8 hours per day <br />not be compensated. <br /> <br /> <br />
