Comm, Minutes--August 1, 1990 491 <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />AUGUST 1, 1990 <br /> <br />MEETING TO ORDER <br />Chairman Gene Shannon called the meeting to order at 8:30 a.m. with <br />four members present as follows: Sharon "Pepper" Toussaint, Don <br />Eckert, Alon Wieland and Gene Shannon, Commissioner Oscar Sondrall <br />was absent. <br /> <br />PERSONNEL POLICIES AND PROCEDURES MANUAL, Review first draft <br />The meeting was convened for the purpose of examining the initial <br />draft of the personnel policies and procedures manual prepared by <br />Personnel Director Geoffrey Riches with the thought of developing a <br />revised draft and considering any questions the Commission may have <br />of Hr. Riches so the work product can be reviewed by Accountant <br />Michael Hontplaisir for financial impact and by States Attorney Robert <br />Hoy for legal questions that may be involved, <br /> <br />Mr. Eckert asked Mr. Riches if he worked with department heads in <br />preparing this manual, and Mr. Riches said he prepared the document <br />himself but shared it with all departments and talked to some <br />individually. ~ He said there wasn't enough time to meet with <br />department heads before meeting with the Commission today. <br /> <br />Each section of the manual was reviewed and changes made on the basis <br />of consensus among the Commissioners. <br /> <br />CHAPTER 1, ADMINISTRATION <br />SECTION 1.1 FORWARD <br />Page 1, paragraphs four and five--to be addressed by States Attorney <br />for consistency with rest of the manual. <br /> <br />SECTION 1.3 DEFINITIONS <br />Page 4 under part-time position--Mr. Shannon suggested adding funeral <br />benefits for part time employees on a pro-rated basis. Mr. Wieland <br />asked Mr. Riches to better define this paragraph relating to health <br />insurance. <br /> <br />CHAPTER 2, EMPLOYMENT <br />SECTION 2.1 EQUAL OPPORTUNITY EMPLOYER <br />Mr. Shannon asked if this is legal terminology for the section on <br />equal opportunity employer, and Mr. Riches said it is standard in any <br />government. <br /> <br />SECTION 2.3 RECRUITMENT AND SELECTION <br />Mr. Riches outlined the procedure for filling a position. The <br />Personnel Department chooses or ranks applicants for the departments. <br />Mr. Shannon asked what the department heads' role is in hiring. <br />Mr. Riches said department heads make the final decision, <br /> <br />Mr. Shannon said the probationary period needs special attention by <br />the States Attorney, and Mr. Riches agreed that the language needs to <br />be revised. <br /> <br />Page 7, paragraph 2--The term "regular appointment" is not reflected <br />in Section 1.3, Definitions. Mr. Riches said this means a budgeted <br />position. <br /> <br /> <br />
