Minutes--July 17, 1990 489 <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />PERSONNEL POLICIES AND PROCEDURES MANUAL, Meeting set for July 30 <br />lhe Commission will meet Monday, July 30, at 8:30 a.m. for the sole <br />purpose of reviewing each item in the personnel policies and <br />procedures manual prepared by Geoff Riches, Personnel Director. <br />Mr. Riches hopes there will be some means to enforce policies and <br />procedures to insure uniformity among county employees once this is <br />adopted. Mr. Shannon invited the media to attend. <br /> <br />JAIL, Progress Report <br />D.C. Trautman Company estimated it would cost $38,600 to install fire- <br />rated doors in various areas in the Cass County Jail, plus possible <br />additional costs of $5,400 depending on conditions of existing <br />doorways. <br /> <br />Some changes recommended by a Fargo Fire Department Inspector would <br />not be required if the building is protected throughout by an approved <br />automatic sprinkler system. D.C. Trautman Company estimated the cost <br />of a sprinkler system at $2.00-$3.00 per square foot. <br /> <br />Sheriff Don Rudnick said his budget does not have funds to replace <br />smoke detectors in the jail as recommended by the State Correctional <br />Facility Inspector in his report dated June 11, 1990, so he felt the <br />Commission should make the decision. Mr. Shannon said the Commission <br />did not receive a specific request from the sheriff to replace smoke <br />detectors. He asked Hr. Rudnick if other items in the inspection <br />report have been complied with, and Mr. Rudnick said most have been <br />but changes on a fire exit lock have not been made. <br /> <br />Mr. Shannon asked the sheriff to identify the most cost-effective <br />ways to solve problems in the jail in order to satisfy the County's <br />obligation, and report back at the next meeting. <br /> <br />NORTH DAKOTA ASSOCIATION OF COUNTIES, PlanninR meetin~ update <br />Commissioners Shannon and Wieland will attend a North Dakota <br />Association of Counties planning meeting in Fargo July 26 and 27, and <br />Mr. Shannon said a donation was requested. Hrs. Toussaint suggested <br />the Commission consider the donation after getting more information. <br /> <br />ROAD DEPARTMENT, Bid awarded for County Road #4 ~rading <br /> MOTION, passed <br /> Upon recommendation of the County Engineer, Hr. Eckert <br /> moved and Mr. Sondrall seconded to accept the low bid, as <br /> determined at the bid opening, from Schipper Construction <br /> Company in the amount of $311,112.24 for grading and <br /> incidentals on Cass County Road #4.
