16.

17.

Comm. Ninutes--July 3, 1990 485

MOTION, passed
Mr. Wieland moved and Hr. Sondra11 seconded to accept the
bid of the Fargo Police Department on System 1 for $25,000
and of WisComp Systems, Irc. on System 2 for $13,300.
Mr. Wieland moved and Mr. Sondrall seconded to amend the motion
to include that payment from the two entities be made within two
weeks and that the equipment be picked up by the first of
August. The amended motion carried. On roll call vote, the
main motion carried unanimously.

VOUCHERS, Approved
Hrs. Toussaint reviewed the vouchers from June and had questions
regarding bills for High Risk Child Care, swim passes to Broadway
Junction, and bowling at West Acres Bowl.

High Risk Child Care, also called Primetime Daycare, is through
Social Services. The program pays for babysitting while the parent
attends counseling or meetings because they have been reported for
child abuse or neglect. Also, this pays for daycare while the parent
shops for groceries or has other appointments. Ruby LaBounty, who
takes referrals for High Risk Child Care, said the goal of this
program is for temporary use and cannot be used while the parent is
working or attending school. It can also be used for respite. This
program is paid on a 90-10 match basis--90% paid by the State and 10%
paid by the County.

Jerry Skjonsby, Accountant from Social Services, said that the swim
passes are through Family Services and are considered a miscellaneous
budget item. The bill to West Acres Bowl is budgeted and approved by
the State for the Community Survival Program. MOTION, passed
Mrs. Toussaint moved and Mr. Sondra11 seconded that Voucher
No. 14,998 through No. 16,365 be approved subject to Mrs.
Toussaint's perusal and approval of the bills for High Risk
Child Cars, swim passes to Broadway Junction and West Acres
Bowl. On roll call vote, the motion carried unanimously.

FEDERAL CRP GRASSHOPPER CONTROL COST SHARE PROGRAM, CouQty declines
involvement
Hr. Hoy said that the Federal Department of Agriculture created this
program to spray for radication of grasshoppers on CRP land. This
department is working through the states and the states are working
through individual counties. The program requires the consent of the
county and would enter into an agreement with the State Department of
Agriculture. Also, less than 1/4 of 1~ of Cass County's acreage is
in the CRP program, which is a relatively small portion.

Mr. Shannon said this program offers little or no benefit to the
County. Also, Cass County presently has a well-developed grasshopper
control program and feels that it is sufficient. MOTION, passed
Hr. Wieland moved and Hr. Eckert seconded to decline Cass
County's involvement in the Federal CRP Grasshopper Control
Cost Share Program contract. On roll call vote, the motion
carried unanimously.
