Ninutes--July 3, 1990 484 <br /> <br />13. <br /> <br />REPLACEMENT FOR TREASURER, Appointed <br />Mrs. Toussaint reported that she and Mr. Wieland met with Treasurer <br />Maxine Liversage, Geoff Riches and Bob Hoy to discuss a replacement <br />for Mrs. Liversage whose resignation as treasurer is effective August <br />1, 1990. <br /> <br />Hrs. Toussaint said according the North Dakota Century Code, a <br />treasurer must be appointed in the absence of the treasurer except <br />within 30 days of a General Election. In order to comply with <br />Century Code, the Commission must appoint someone to fill the <br />position. It is in the best interest of Cass County to appoint a <br />person who will provide continuity without it being construed as an <br />endorsement by one or more County Commissioners. Carol Harrington <br />has worked in the Treasurer's Office for 21 years, including 17 years <br />as 2nd Deputy, and can provide the continuity and experience needed. <br /> NOTION, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded to appoint <br /> Carol Harrington as Cass County Treasurer to fill the <br /> unexpired term of Maxine Liversage effective August 1, <br /> 1990, and to expire the first Monday of May,.1991, at an <br /> annual salary to $28,548.00. On roll call vote, the motion <br /> carried unanimously. <br /> <br />14. <br /> <br />COURTHOUSE WEST ENTRANCE SECURITY, Update <br />Mr. Montptaisir met with Mr. Eckert, Mr. Sondrall, Mr. Riches, <br />Sheriff Don Rudnick and Mr. Irv Holman, Architect, to discuss calling <br />for bids on the west entrance project. They recommended the <br />Sheriff's Department obtain pricing for insta'lling a camera security <br />system in the west entrance, which would benefit the jail in <br />monitoring people entering and leaving. Also, there was discussion <br />on moving the after hours entrance (card lock system) to this <br />location so there wou'ld be only one door for entering after working <br />hours. <br /> <br />Mr. Shannon questioned when this is scheduled to be completed and Mr. <br />Montplaisir said tentatively by the end of the summer. Mr. Eckert <br />was concerned about the doors at the Juvenile Detention Center being <br />unlocked at certain times for meetings in the building and said he <br />would contact the Sheriff's Department to see what can be done. <br /> <br />15. <br /> <br />BIDS AWARDED FOR COMPUTER EQUIPMENT <br />Mr. Steiner recommended the Commission accept the bid of Custom <br />Computer Marketing, Inc. for $41,000 for the two systems. <br />Individually, the highest bids were from the Fargo Police Department <br />for $25,000 on System 1 and WisComp Systems, Inc. for $13,300 on <br />System 2. The total of the two would be $38,300, a net difference of <br />$2,700 compared to the bid of Custom Marketing, Inc. for $41,000. <br />Captain Jim Kuchera spoke on behalf of the Police Department and <br />asked the Commission to seriously consider their bid. Mr. Sondra11 <br />feels that the County owes Fargo this courtesy of sacrificing the <br />$2,700. Mr. Wieland said that Cass County has been accused of being <br />uncooperative with the City of Fargo and therefore felt that the bid <br />should be awarded to the Fargo Police Department. <br /> <br /> <br />
