Comm, Ninutes--June 19, 1990 478 <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19, <br /> <br />20. <br /> <br />PLAT OF ALVERSON SUBDIVISION, Approved <br />Greg Alverson was present to answer questions on the proposed final <br />plat of Alverson Subdivision located in the NE 1/4 of the SE 1/4 of <br />Section 2, Stanley Township. Mr. Shannon asked if he is aware of <br />amendments adopted by the County May 15, 1990, relating to sewers and <br />responsibility for roads. Mr. Alverson plans to talk to the County <br />Planner about how to proceed on the road, and he said there will not <br />be septic systems because residents will be on the Fargo sewer <br />system. <br /> NOTHON, passed <br /> Hr. Eckert moved and Hr. Sondrall seconded that the <br /> Chairman be authorized to sign the final plat of Alverson <br /> Subdivision as outlined and discussed today. On roll call <br /> vote, motion carried with all members present voting "Aye". <br /> <br />DUMPING GROUND, Plannipg Department to discuss this further <br />An unauthorized dump ground near 32nd Avenue South outside Fargo city <br />limits annoyed Mr. Sondrall, and he asked Duane Boehning to have the <br />Planning Commission decide how to clear up the situation. <br /> <br />JAIL ADVISORY REPORT, Recommendations made <br />Sheriff Don Rudnick said there is nothing that deems that the county <br />has to have a jail themselves according to letter dated February 7, <br />1989, from States Attorney Robert Hoy on minimum jail requirements. <br /> <br />The Sheriff reviewed a "Cass County Jail Needs Assessment" dated <br />June, 1990, prepared by a Jail Advisory Committee which he chaired. <br /> <br />He said the Jail Advisory Committee voted to recommend this report be <br />received and accepted by the Cass County Commission with following <br />recommendations: 1) That a structural engineering firm be hired to <br />determine the condition of the present jail and determine if it is <br />feasible to remodel it. 2) That the county hire a full-time staff <br />person to administer and supervise the w6rk and school release <br />programs. 3) That the county hire a full-time staff person to <br />administer and supervise a recreation and education program. 4) That <br />the County hire one full-time staff person as a licensed addiction <br />counselor (this has been done). 5) That the county continue efforts <br />to house all persons requiring detoxification in a treatment center <br />instead of in the county jail. <br /> <br />JAIL, Fire inspection report <br />Sheriff Rudnick provided copies of a letter from the Fargo Fire <br />Department dated June 7, 1990, noting potential hazards after recent <br />fire safety inspection of the Cass County Jail. <br /> <br />JAIL AND JUVENILE CENTER, Report on State inspection <br />Sheriff Rudnick also provided copies of a letter from Charles <br />Shumaker, Correctional Facility Inspector, dated June 11, 1990, after <br />his inspection of the Cass County Jail and Juvenile Detention Center. <br />There were no complaints about the Detention Center facility or its <br />operations. Some suggestions were made for improvements at the jail, <br />the only non-compliance being in the intake-booking area. He was <br />impressed with medical policies and procedures, and he said the staff <br />is doing a fine job considering the age of the building. <br /> <br />Mr. Sondrall asked the Sheriff to list things requiring attention, <br />and he will discuss them with the building and grounds department. <br /> <br /> <br />
