Comm, Ninutes--June 19, 1990 478 16. 17. 18. 19, 20. PLAT OF ALVERSON SUBDIVISION, Approved Greg Alverson was present to answer questions on the proposed final plat of Alverson Subdivision located in the NE 1/4 of the SE 1/4 of Section 2, Stanley Township. Mr. Shannon asked if he is aware of amendments adopted by the County May 15, 1990, relating to sewers and responsibility for roads. Mr. Alverson plans to talk to the County Planner about how to proceed on the road, and he said there will not be septic systems because residents will be on the Fargo sewer system. NOTHON, passed Hr. Eckert moved and Hr. Sondrall seconded that the Chairman be authorized to sign the final plat of Alverson Subdivision as outlined and discussed today. On roll call vote, motion carried with all members present voting "Aye". DUMPING GROUND, Plannipg Department to discuss this further An unauthorized dump ground near 32nd Avenue South outside Fargo city limits annoyed Mr. Sondrall, and he asked Duane Boehning to have the Planning Commission decide how to clear up the situation. JAIL ADVISORY REPORT, Recommendations made Sheriff Don Rudnick said there is nothing that deems that the county has to have a jail themselves according to letter dated February 7, 1989, from States Attorney Robert Hoy on minimum jail requirements. The Sheriff reviewed a "Cass County Jail Needs Assessment" dated June, 1990, prepared by a Jail Advisory Committee which he chaired. He said the Jail Advisory Committee voted to recommend this report be received and accepted by the Cass County Commission with following recommendations: 1) That a structural engineering firm be hired to determine the condition of the present jail and determine if it is feasible to remodel it. 2) That the county hire a full-time staff person to administer and supervise the w6rk and school release programs. 3) That the county hire a full-time staff person to administer and supervise a recreation and education program. 4) That the County hire one full-time staff person as a licensed addiction counselor (this has been done). 5) That the county continue efforts to house all persons requiring detoxification in a treatment center instead of in the county jail. JAIL, Fire inspection report Sheriff Rudnick provided copies of a letter from the Fargo Fire Department dated June 7, 1990, noting potential hazards after recent fire safety inspection of the Cass County Jail. JAIL AND JUVENILE CENTER, Report on State inspection Sheriff Rudnick also provided copies of a letter from Charles Shumaker, Correctional Facility Inspector, dated June 11, 1990, after his inspection of the Cass County Jail and Juvenile Detention Center. There were no complaints about the Detention Center facility or its operations. Some suggestions were made for improvements at the jail, the only non-compliance being in the intake-booking area. He was impressed with medical policies and procedures, and he said the staff is doing a fine job considering the age of the building. Mr. Sondrall asked the Sheriff to list things requiring attention, and he will discuss them with the building and grounds department.
