Minutes--April 17, 1990 455 <br /> <br />Discussion: Mr. Ellingsberg suggested moving the review <br />date to August in case some budgetary action is needed <br />during the 1991 budget sessions. Mrs. Toussaint preferred <br />to keep it within the telephone levy fund, Mr. Montplaisir <br />said the Commission still needs to approve a budget for the <br />911 system. <br />AMENDED NOTION, passed <br />Mrs, Toussaint moved and Hr. Wieland seconded to amend the <br />motion to read August 1st instead of December for an update <br />by Hr. Ellingsberg. Motion carried on the amendment. On <br />roll call vote, main motion carried unanimously. <br />Mr. Shannon said he will write a letter to the entities <br />involved stating that the County's position is to continue <br />the status quo, which is to build the system and that Glenn <br />Ellingsberg's office will continue to develop and maintain <br />what addressing is required, that Glenn will be building a <br />data base on those costs from June through August, and he <br />will report the progress in August as to how the dollars <br />are spent. Hr. Wieland said this does not mean the County <br />would not want to enter into a cooperative agreement at a <br />later time. <br /> <br />OVERTIME/COMPENSATORY TIME, Policy drafted BY p~rsoqnel Pirector <br />Geotf Riches, Personnel Director, proposed an overtime/compensatory <br />time policy which will be included in the overall Personnel Policies <br />and Procedures Manual to be submitted to the Commission in the next <br />60 days. He said inconsiste~'~cies between County departments (:,~ <br />overtime and comp time prompted this policy. <br /> <br />Hr. Eckert asked if there were comments from departments. Hr. Riches <br />said there was concern about one employee in the Sheriff's Departmel~t <br />who accrued a number of hours of comp time before he was considered <br />an exempt employee, He said cases for exempt employees will be <br />handled on an individual basis. The Road Department is concerned <br />about overtime pay after 40 hours per week instead of after <br />per day. Mr. Riches will meet with them at the end of this mont:l~. <br /> NOTION, passed <br /> Hr. Wieland moved and Mrs. Toussaint seconded to receive <br /> and file the draft overtime/compensatory time policy. <br /> Motion carried. <br /> <br />ENERGY AUDIT/MECHANICAL STUDY, ]990__~d.qet_ <br />Hike Hontplaisir said the Commission budgeted $6,600 for- an e~erg¥ <br />audit and $2,500 for a mechanical st~dy. Arct~itect Royce <br />submitted a proposal of $3,OOO tot an energy audit and $9,40(~ for <br />mechanical study, the budget is about $3,300 short if bo{:t~ <br />are to be comp'leted. <br /> <br />Hr. Yeater's firm developed a preventive maintenance program ~¢hict~ <br />can be administered by building maintenance personne'l ~at:l~,;~' t:l~a~ <br />hir'in9 technical staff. He said the industry standard <br />costs in this area 'is $1.50 per' sqt~are foot. Mr'.
