On roll call vote, the <br /> motion carried unanimously. <br /> <br />EHERGENCY 911, H__~ter street addressing g.u_ide <br />Hr. Wieland reported that he arid Commissioner Eckert met with <br />Emergency Hanager Glenn El lingsberg and County Planner Earl Haugen <br />to discuss emergency 911 addressing coordination. The Commission <br />learned today throu9h 'the local newspaper that West Fargo is rio <br />longer considering being engaged in a cooperative effort, and <br />Hr. Ellingsberg assumed it is because of the costs. <br /> <br />Mrs. Toussaint asked Mr. Ellingsberg if the project is on target as <br />far as expenses and revenue. He said revenues are exceeding tl~e <br />projections, and expenses are somewhat higher than projected bill <br />still within the budget. Revenues over the next six years should <br />in excess of $180,000 and will be used to pay equipment costs, and <br />expenses should be about $167,000-$174,000 according to Ellingsberg. <br />He said it is still at the break-even point without using any other <br />funding at this time. <br /> <br />Hrs. Toussaint asked how many hours are needed to maintain the <br />system, and Mr. Ellingsberg said it is difficult to say at this point. <br />He said it is currently not exceeding the 40 hours per month estimat;ed <br />by Mr. Haugen. Initial addressing of residences at the County 'level <br />should be completed by the first of next month. <br /> <br />Hr. Wieland said if the 50 cent user tax allowable by State law does <br />not cover the cost of the 911 system, some facts should be compiled <br />and new legislation drafted to increase the 50 cent tax. tie said t.i~e <br />cost of this function should nob be borne by the entity itself', but <br />by people using the service. Mr. E'llingsberg said the first six <br />years is the most expensive and after that time, the 50 ce~b tax <br />should cover operational expenses. However, Mr'. Wieland said <br />technology may require new equipment purchases also. <br /> <br />Hr. Ei'lingsberg hopes the County will continue to pursue addl <br />coordination on a long-term basis. He thought Fargo arid West <br />would reconsider it once a determination is made on the time <br />so ~he costs wi II be known. NOTION, passed <br /> Hrs. Toussaint moved and Hr. Sondrall seconded that Glenn <br /> El lingsberg continue to develop and maintain addressing as <br /> required, that he document his time spent once the system <br /> is up and completed, and that he repor-t back to the COlll~ly <br /> Commission in December for' further review. <br /> <br /> <br />
