Offutt be denied for the <br />reason that the applicant did not provide requested documentation <br />showing qualification for farm exemption. No one was present in the <br />audience to address this. <br />NOTION, passed <br /> Hrs. Toussaint moved and Hr. Eckert seconded that abatement <br /> application No. 3920 be rejected as recommended by the <br /> Director of Equalization. On roll call vote, the motion <br /> carried unanimously. <br /> <br />ABATEHENT APPROVED, Don <br />Frank Klein, Director of Equalization, recommended that abatement <br />application ¢3923 be approved for the reasons that sales of <br />commercial properties has been weak, the property is beginning to <br />age, the property was listed for about two years and there is <br />economic obsolescence in rural communities. NOTZON, passed <br /> Mrs. Toussaint moved and Mr. Sondrall seconded that <br /> abatement application #3923 be approved as presented. On <br /> roll call vote, the mo~ion carried unanimously. <br /> <br />EMERGENCY 911 ADDRESSING, Referred to Commissioners Wieland, Eckert <br />Earl Haugen, County Planner, presented a preliminary budget, a ~ob <br />description for an Emergency 911 assistant coordinator and an <br />agreement for technical assistance, which is being reviewed by the <br />States Attorney. He asked the Commission to approve housing a person <br />in the County to maintain the street addressing guides for Cass <br />County, Fargo and West Fargo, and to request Fargo and West Fargo to <br />enter into a contract for technical assistance. <br /> <br />Hr. Wieland asked if the addressing would be completed in a year's <br />time, but Mr. Haugen said it would be ongoing for as long as E-911 is <br />in operation because it must be continually updated. <br /> <br />Mr. Haugen said the funding source for the County's share would be <br />the Contingency Fund. Mr. Shannon said it was his understanding that <br />the E-911 system would be self-sustaining and not a levy against <br />property. Mike Montplaisir said funds from the telephone charges <br />will pay for equipment charges only for the next 5 years. <br /> <br />Mr. Haugen said the Planning Department would have to maintain the <br />County system according to Glenn Ellingsberg, Disaster Emergency <br />Services Manager. Mrs. Toussaint asked if Mr. Haugen would be <br />expected to do the addressing guides, but he preferred not to take <br />time away from his planning duties. Mr. Haugen said he would not <br />have space to house a person in his office to do this work. <br /> <br />Joel Quanbeck, Transit Technician for the Metropolitan Council of <br />Governments, said he has been acting as the E-911 coordinator for the <br />City of Fargo for the past year. He said it is difficult to say <br />e~actly how many hours will be spent on maintaining addressing guides <br />because it varies from month to month, <br /> <br />Mr. Eckert thought the County should be responsible for the original <br />mapping and then join with the other entities. <br /> <br /> <br />
