Slla~non asked Dr. Lenzmeier if he has seen that Cass County ~l(~t doing something they should be doing, and Dr. Lenzmeier feels the C~,.~y Commission has extended itself to all of the entities they could possibly combine to form a detoxification center. MOTZON, passed ~rs. Toussatnt moved and Hr. Eckert seconded to deny the proposed agreement with the City of Fargo on the detox issue outlining the key points that are absent from the agreement as follows: does not address the fact that the County does not have medical staff, the County does not have a medical facility, does not address the serious issue of liability, there is no time limit, and Fargo's offer to pay some portion of medical costs is unclear. Discussion: It was a consensus of the Commissioners that Cass County should continue to try to make this a community wide effort. On roll ca]] vote, the motion carried unanimously. Hr. Shannon suggested that Commissioners Eckert and Wieland make arrangements to meet with the Fargo Police Chief to see if they can engage the City of Fargo in some way. SHERIFF'S STAFFING/ORGANIZATIONAL STUDY, Contract approved with IACP Geoffrey Riches, Personnel Director, said the Commission set aside money last year to conduct a staffing analysis and organizational study for the Sheriff's Office. MOTION, passed Upon recommendation of Hr. Riches, Mr. Wieland moved and Hfs. Toussaint seconded that the International Association of Chiefs of Police (IACP) be authorized to conduct a staffing and organizational study of the Sheriff's Office at a cost not to exceed $20,000, subject to final contract approval by all parties. On roll call vote, the motion carried unanimously. ROAD MAINTENANCE/COST AGREEMENTS, 52nd Avenue South County Engineer Don Richards presented a Cost and Haintenance Agreement between the North Dakota Department of Transportation and Cass County for improvements on 52nd Avenue South from Interstate 29 east to University Drive. He had subsequent agreements signed by the City of Fargo, the City of Frontier and Stanley Township to help pay the local share of the project. MOTION, passed Mr. Sondra]] moved and Mr. Eckert seconded that the Chairman be authorized to sign the cost and maintenance agreements for a portion of 52nd Avenue South as outlined. On roll ca]] vote, the motion carried unanimously. ROAD DEPARTHENT UNCOLLECTIBLES, 8eferred to states Attorney MOTION, passed Mr. Wieland moved and Mr. Sondrall seconded that the Road Department's uncollectible accounts receivable be referred to the States Attorney for disposition. On roll call vote, the motion carried unanimously.
