Eckert seconded to deny the <br /> proposed agreement with the City of Fargo on the detox <br /> issue outlining the key points that are absent from the <br /> agreement as follows: does not address the fact that the <br /> County does not have medical staff, the County does not <br /> have a medical facility, does not address the serious issue <br /> of liability, there is no time limit, and Fargo's offer to <br /> pay some portion of medical costs is unclear. <br /> Discussion: It was a consensus of the Commissioners that <br /> Cass County should continue to try to make this a community <br /> wide effort. On roll ca]] vote, the motion carried <br /> unanimously. Hr. Shannon suggested that Commissioners <br /> Eckert and Wieland make arrangements to meet with the Fargo <br /> Police Chief to see if they can engage the City of Fargo in <br /> some way. <br /> <br />SHERIFF'S STAFFING/ORGANIZATIONAL STUDY, Contract approved with IACP <br />Geoffrey Riches, Personnel Director, said the Commission set aside <br />money last year to conduct a staffing analysis and organizational <br />study for the Sheriff's Office. MOTION, passed <br /> Upon recommendation of Hr. Riches, Mr. Wieland moved and <br /> Hfs. Toussaint seconded that the International Association <br /> of Chiefs of Police (IACP) be authorized to conduct a <br /> staffing and organizational study of the Sheriff's Office <br /> at a cost not to exceed $20,000, subject to final contract <br /> approval by all parties. On roll call vote, the motion <br /> carried unanimously. <br /> <br />ROAD MAINTENANCE/COST AGREEMENTS, 52nd Avenue South <br />County Engineer Don Richards presented a Cost and Haintenance <br />Agreement between the North Dakota Department of Transportation and <br />Cass County for improvements on 52nd Avenue South from Interstate 29 <br />east to University Drive. He had subsequent agreements signed by <br />the City of Fargo, the City of Frontier and Stanley Township to help <br />pay the local share of the project. MOTION, passed <br /> Mr. Sondra]] moved and Mr. Eckert seconded that the <br /> Chairman be authorized to sign the cost and maintenance <br /> agreements for a portion of 52nd Avenue South as outlined. <br /> On roll ca]] vote, the motion carried unanimously. <br /> <br />ROAD DEPARTHENT UNCOLLECTIBLES, 8eferred to states Attorney <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Sondrall seconded that the Road <br /> Department's uncollectible accounts receivable be referred <br /> to the States Attorney for disposition.
