On roll call vote, the motion carried unanimously. SOU'I'H SIDE SEWER PROJECT, Uti'ljty permits MOTZON, passed Hrs. Toussaint moved and Hr. Wteland seconded to approve utility permit applications for the south side sewer project, subject to review by the Road Department. On roll call vote, the motion carried unanimously. VOUCHERS, .Approved MOTION, passed Mrs. Toussaint moved and Mr. Wieland seconded that Vouchers No. 12,275 through No. 13,297 be approved and ordered paid. On roll call vote, the motion carried unanimously. AGENDA AMENDED, Grasshopper control to be discussed MOTION, passed Hr. Sondra]] moved and Hrs. Toussaint seconded to amend the regular agenda to include an item on grasshopper control at 10:45 a.m. Motion carried. DETOX ISSUE, Fargo Chief of police requests County to sign agreement Fargo Police Chief Ron Raftevoid requested that Cass County sign an agreement approved by the Fargo City Commission on Hatch 12, 1990, to again allow highly intoxicated persons into the Cass County 3ail facility· Hr. Shannon said he has empathy for the Police Chief and his staff. He said Cass County is interested in being a part of the solution, but Fargo city officials have not shown an interest in addressing this as a community issue. He asked Dr. Richard Lenzmeier, 3ail physician, if the proposed agreement from Fargo addresses problems which the County faces. Dr. Lenzmeier said he could not support the County signing the agreement with the Fargo City Commission. He said it does not increase jail staff and there is no provision for a medical evaluation to determine if the person should be admitted. He also said item 2 and item 4 in the agreement make it unclear as to who would pay medical expenses. Hr. Wieland asked if the proposed agreement with Fargo could be amended in some way so it would work on a temporary basis. He said all parties need to cooperate if there is to be a long-term solution. Hr. Shannon said the proposal does not deal with the fact that the County does not have medical staff or a medical facility, it does not deal with liability issues,-Fargo's offer to pay some medical costs is not clear, and there is no time limit that says how long this would continue before finding a more permanent solution.
