Toussaint seconded to amend the <br /> regular agenda to include an item on grasshopper control at <br /> 10:45 a.m. Motion carried. <br /> <br />DETOX ISSUE, Fargo Chief of police requests County to sign agreement <br />Fargo Police Chief Ron Raftevoid requested that Cass County sign an <br />agreement approved by the Fargo City Commission on Hatch 12, 1990, <br />to again allow highly intoxicated persons into the Cass County 3ail <br />facility· <br /> <br />Hr. Shannon said he has empathy for the Police Chief and his staff. <br />He said Cass County is interested in being a part of the solution, <br />but Fargo city officials have not shown an interest in addressing <br />this as a community issue. He asked Dr. Richard Lenzmeier, 3ail <br />physician, if the proposed agreement from Fargo addresses problems <br />which the County faces. <br /> <br />Dr. Lenzmeier said he could not support the County signing the <br />agreement with the Fargo City Commission. He said it does not <br />increase jail staff and there is no provision for a medical <br />evaluation to determine if the person should be admitted. He also <br />said item 2 and item 4 in the agreement make it unclear as to who <br />would pay medical expenses. <br /> <br />Hr. Wieland asked if the proposed agreement with Fargo could be <br />amended in some way so it would work on a temporary basis. He said <br />all parties need to cooperate if there is to be a long-term solution. <br />Hr. Shannon said the proposal does not deal with the fact that the <br />County does not have medical staff or a medical facility, it does not <br />deal with liability issues,-Fargo's offer to pay some medical costs <br />is not clear, and there is no time limit that says how long this <br />would continue before finding a more permanent solution. <br /> <br /> <br />
