13.

14.

15.

Comm. Minutes--March 20, 1990 443

from the affected area or who otherwise might have a
comment about this bridge project. No one was present from
the affected area. The Chairman called for discussion on
the motion. Hearing none, the motion carried on roll call
vote with all members present voting "Aye."

BRIDGE DECK PROJECT, ~qad Engineer presents check for $30,000
County Engineer Don Richards initiated a project whereby a cottonwood
tree claim near Hunter was harvested and the necessary processes
followed to use the lumber for a bridge deck on a bridge near Durbin.
He presented a check to the County for $30,000 from the Department of
Agriculture through the timber resource act to help pay for the
procedure. The Commission commended Mr. Richards on the innovation.
HOT~ON, passed
Mr. Wieland moved and Mr. Eckert seconded to receive the
check for $30,000 on behalf of Cass County. Motion
carried.

GRASSHOPPER CONTROL PROGRAM, Suggestions by Weed control Board
Don Eckert reported that the County Weed Control Board prepared a
preliminary draft of a grasshopper control program. He said it does
not include a dollar amount, but the County paid about $24.75 per
mile last year for spraying specific areas along County roads.

States Attorney Robert Hoy said State law allows any governmental
entity to participate in pest control, which would include
grasshoppers, and pay for that program out of the emergency fund to
the extent that money is available. If the emergency fund is not
sufficient, they may vote to use general funds and levy a tax to pay
for that program the following year.

County Weed Control Officer Wayne Colberg and County Extension Agent
Rudy Radke were present. Mr. Co]berg suggested that each township
be asked to appoint a contact person, and the County should appoint
someone who would have authority and responsibility for coordinating
the program and doing spot checks. He said grasshopper control is
still the landowner's responsibility, but the County could help with
education. Mr. Radke said the State Extension Service is doing some
work on selecting chemicals. He suggested a limit on dollars per
mile as the County did last year.

Sigurd Sorvaag, Chairman of the Berlin Township Board of Supervisors,
said townships have their annual meeting today. He wondered if the
County would take action on a program today.

Mr. Shannon suggested that Commissioner Eckert and Commissioner
Sondrall, who is absent today for family reasons, continue to work
with Mr. Colberg with emphasis on naming a coordinator and the cost
of the coordinator so this information can be provided at the spring
Townships Officer's Association meeting. Mr. Eckert said the County
spent $1,770 'last year on grasshopper control.

COURTHOUSE TELEPHONE SYSTEM, Update by Data ProcessinR ManaRer
Hike Steiner, Data Processing Hanager, reported that a committee
recommendation approved last fall to upgrade the County's telephone
system to include the Social Services Department is being completed.
