Minutes--Hatch 6, 1990 439 <br /> <br />22. <br /> <br />23, <br /> <br />24, <br /> <br />25, <br /> <br />26. <br /> <br />AlllttAL ABUSE CASE, WEED CON-IROL OFFICER, CDBG GRANTS, EAST CENTRAL <br />C()HMISSIONERS, CorrespoQ~e_DG9 <br />]i~e secretary has correspondence from Kathy Reichert regarding an <br />animal abuse case. This was handled by the Sheriff's Department. A <br />report was received from the County Weed Control Officer on a seminar <br />~e attended recently. Correspondence was received regarding CDBG <br />pro3ect reviews for Embden public facilities, Town & Country Roll-Off <br />and rtl-Line Transportation, Inc. Information was received on the <br />East Centra'l Commissioners Association meeting at Valley City and <br />Commissioner's Day at the North Dakota Winter Show on March 8, 1990. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wie]and seconded to receive <br /> and file correspondence outlined by the secretary. Motion <br /> carried. <br /> <br />CASS/FARGO COMMISSIONERS, Joi~ meeting April 23 <br />Mr. Shannon said Cass County will host a 3oint meeting with the Fargo <br />City Commissioners on April 23 at the Fargo Town House. He asked the <br />Commissioners to provide agenda items to the secretary. <br /> <br />GRASSHOPPER CONTROL, Propose meeting with Congressman Byron Dorgan <br />Hr. Shannon said Commissioners Sondra]] and Eckert have agreed to <br />define what the County's role wi]] be this year before a potential <br />grasshopper infestation, and he ]earned that Congressman Byron Dorgan <br />wi]] be in this area March 23. Mr. Shannon suggested a meeting, <br />which was tentatively set for March 23, with Congressman Dorgan, the <br />County Weed Control Officer, Extension Agent, County Commissioners <br />and perhaps State Representative Jack Da]rymp]e of Casselton. <br />Commissioners Sondra]] and Wie]and were in agreement. Commissioner <br />'Toussaint is unable to attend on that date. <br /> <br />ROAD 10 MILL LEVY, CorresDondence from citizens ~roup filed <br /> MORION, passed <br /> Mrs. Toussaint moved and Hr. Wie]and seconded to receive <br /> and file correspondence and related responses to the <br /> citizens regarding the request for $4,000,000 over the next <br /> five years to the City of Fargo from the ten mi]] levy for <br /> roads and bridges. Motion carried. The Chairman asked for <br /> any questions from the press, but there were none. <br /> <br />POLICY ON TEHPORARY EMPLOYEES, Prooosed by Personnel Director <br /> MOTION, passed <br /> Mr. Wie]and moved and Mrs. Toussaint seconded to approve <br /> the "Po]icy on Recruitment and Selection of Temporary <br /> (Seasonal) Employees" prepared by the Personnel Director; <br /> that these guidelines be incorporated into the overall <br /> Personnel Policies and Procedures Hanua] currently under <br /> development; and that the Personnel Director circulate the <br /> po]icy to relevant County department heads. <br /> Discussion: The States Attorney said he does not ob3ect to <br /> this policy. He said the salary committee did not deal with <br /> temporary employees. Mr. Wie]and said this does not <br /> specifically address the County Engineer's request earlier <br /> in the meeting.
