HEARING, Proposed construction of bridge east of Harwood The Chairman opened a public hearing at 10:30 a.m. on proposed construction of a bridge east of Harwood. Notice of public hearing that was published in The Forum was read by the secretary. Three people who live in the area of the proposed project said they would like to address the Commission, Albert Dietz, Woodrow Kundert and Morris Nelson expressed concerns about the project. County Engineer Don Richards gave some specifics on the project design. Dr. Lawrence Woodbury reviewed the hydraulics of this location, as he was requested to do by the County Road Department. Chairman Shannon said it is the Commission's intention at this public hearing to find out what questions the residents have, and then ask the County Engineer to respond to their concerns at the proper time. The Chairman closed the public hearing after reminding the people that they have until March 2, 1990, to submit written testimony to be included in the hearing transcript. ROAD DEPARTMENT, Automatic warning devices on County Road 4 Regarding the request for automatic warning devices on County Road 4 northwest of Casselton, Don Richards said the State Department of Transportation is reviewing all railroad crossings between Fargo and Nolan for possible inclusion in their future signal programs. RESOLUTION ~1990-1, Funds for paving access road to Erie Dam NOTZON, passed Mr. Sondrall moved and Mrs. Toussaint seconded to adopt Resolution #1990-1 requesting federal funds for paving the access road to the Erie Dam and recreation complex. Discussion: Mrs. Toussaint asked if a commitment will be made on ownership of the road before further planning is done, Mr. Richards said it will be addressed if funds are available for paving it. On roll call vote, the motion carried unanimously. ROAD DEPARTMENT, Out of state travel to Colorado Springs HOT,ON, passed Mr. Sondrall moved and Mr. Eckert seconded to allow Don Richards to attend the National Association of County Engineer's annual meeting in Colorado Springs March 25-30, 1990. On roll call vote, the motion carried unanimously. BIDS, Annual Road Department supplies Mr. Richards said he will 'schedule a bid advertisement in April for the Road Department's annual supplies. BRIDGE REPLACEMENT NEAR DAVENPORT, Bid awarded to Wanzek NOTZON, passed Mr. Eckert moved and Mr. Sondrall seconded that the Chairman be authorized to sign a resolution and letter to the State Highway Department approving the low bid of Wanzek Construction in the amount of $371,796.24 for bridge replacement across the Sheyenne River east of Davenport. On roll call vote, the motion carried unanimously.
