Comm.'Minutes--February 20, 1990 431 <br /> <br />14. <br /> <br />Mr. Eckert said he would like more time to review the request, but he <br />will not be at the next meeting if it is delayed until then. <br /> MOTION, failed <br /> Mrs. Toussaint moved and Mr. Eckert seconded to deny the <br /> request for $800 as retroactive pay for Sandra Baumgarten. <br /> On roll call vote, the motion carried unanimously. <br /> <br />LAKE AGASSIZ REGIONAL COUNCIL, Financin~ for small business center <br />Irv Rustad, Executive Director of the Lake Agassiz Regional Council, <br />requested Commission approval of a resolution that would enable LARC <br />to borrow money from a financial institution to complete phase 1 of <br />the regional small business center. He said $110,000 is for a cash <br />flow problem and the remainder of the $200,000 loan would retire <br />long-term financing. <br /> <br />Mr. Rustad said he is not requesting additional funds from Cass <br />County but is requesting a guarantee of the County's annual <br />contribution during the loan period, which would be used to satisfy <br />the annual debt retirement before considering any other budget items <br />including staff. Mr. Shannon asked what Mr. Rustad would use for <br />operating funds, and Mr. Rustad said he would reduce staff by one <br />person. <br /> <br />Accountant Mike Montplaisir said the funds would have to be available <br />if the County signs the resolution. <br /> <br />The States Attorney said he has looked at the document but would like <br />to revise the language to make it more clear. MOTION, failed <br /> Mrs. Toussaint moved and Mr. Sondrall seconded that the <br /> States Attorney review and reword the resolution before it <br /> is brought back to the Commission for further review. <br /> Discussion: Mr. Sondrall asked if Mr. Rustad needed the <br /> resolution adopted today, and Mr. Rustad said he would like <br /> to have it adopted as soon as possible. He suggested <br /> approving it subject to the States Attorney revising the <br /> language of it. At the call for the question, the motion <br /> failed in a tie vote with Mr. Eckert and Mr. Sondrall <br /> opposing, Mrs. Toussaint and Mr. Shannon voting "yes." <br /> <br />MOTION, failed <br />Mr. Eckert moved and Mr. Sondrall seconded to allow for the <br />indebtedness to the Lake Agassiz Regional Council, subject <br />to the language being revised at a later date by the States <br />Attorney. At the call for the question, the motion failed <br />in a tie vote with Mr. Shannon and Mrs. Toussaint opposing, <br />Mr. Eckert and Mr. Sondrall voting "yes." <br /> <br />Mr. Rustad said he will work with Mr. Hoy on the language problem, <br />and he asked the Commission what their recommendation would be on how <br />to proceed. Mr. Shannon said he did not have a recommendation. <br />Mr. Eckert said he would like to see some action taken today. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded that the <br /> States Attorney review and reword the resolution and return <br /> it to the County Commission for further review.
